Bütçe hakkı, vatandaşlar ile temsil yetkisi verilen kurum ve organların, kamu gelirleri ve harcamaları ile ilgili bilgi ve söz sahibi olması açısından önem taşımaktadır. Meksika’da yetmiş bir yıllık tek parti iktidarından sonra yaşanan siyasi değişim, bütçe alanında çeşitli reformlar şeklinde tezahür etmekte ve bütçe hakkı kullanımını etkilemektedir. Reformlar, yasalar ve kurumlar kapsamında incelenmektedir. Yasaların ve kurumların, bilgilere erişim, kamu mali faaliyetlerinin açıklanması, bütçe sunumları ve muhasebe sistemlerinin uyumlaştırılması şeklinde yaptığı düzenlemeler bulunmaktadır. Bu düzenlemelerin, şeffaflık ve hesap verebilirlik kavramları açısından katkı sağladığı bilinmektedir. Makalede denetim açısından Kamu Maliyesi Çalışmaları Merkezi ve Federal Yüksek Denetim Bürosu ele alınmaktadır. Kamu Maliyesi Çalışmaları Merkezi yasama organı bünyesinde olduğu için bağımsız bir kurum olarak değerlendirilemezken, Federal Yüksek Denetim Bürosu kendi mevzuatı ile bağımsız bir kurum olarak çalışmalarını yürütmektedir. Yasama organı, bütçe üzerinde sahip olduğu yetkiler doğrultusunda bütçeyi etkileyen bir yasama organı olarak sınıflandırılmaktadır. Ancak devlet başkanının bütçe ile kısıtlı olmak suretiyle yasa teklifi verme yetkisine sahip olması, bütçe üzerindeki hakimiyetini korumasını sağlamakta ve yasama organının etkisi olmayan ya da etkisi sınırlı hale gelmesine neden olmaktadır. Katılımcılık ise, merkezi hükümet çerçevesinde yetersiz olarak değerlendirilmekte, yerel yönetimler kapsamında pilot uygulamalara yer verildiği görülmektedir.
The right to budget is important in terms of the knowledge and knowledge of the public income and expenditure of the institutions and bodies authorised to represent citizens and citizens. The political change in Mexico after a seventy-year single-party rule is manifested in the form of various reforms in the budget area and affects the use of budget rights. The reforms, laws and institutions are examined. There are regulations made by laws and institutions in the form of access to information, disclosure of public financial activities, budget presentations and harmonisation of accounting systems. It is known that these arrangements contribute in terms of transparency and accountability concepts. The article is discussed by the Public Cost Studies Center and the Federal High Audit Office in terms of audit. While the Center for Public Cost Studies is not regarded as an independent institution because it is within the legislative body, the Federal High Audit Office performs its work as an independent institution with its own legislation. The legislative body is classified as a legislative body that affects the budget according to the powers it has on the budget. But that the president of the state has the power to propose laws by being limited to the budget, ensures that he preserves his sovereignty over the budget and causes the legislative body to become uninfluenced or limited. Participation is considered insufficient within the framework of the central government, and the local governments are involved in pilot practices.
The power of the purse is important for the fellow citizens and the official bodies and institutions, which are authorized to represent, to gain knowledge and insight about public revenues and expenditures. The political change experienced after 71 years of single-party government in Mexico manifests in the form of various reforms regarding the budget and affects the use of the power of the purse. The reforms are examined under the scope of regulations and institutions. The regulations and institutions govern the access to information, disclosure of public financial activities, budget presentations, and harmonization of accounting systems. It is known that those regulations contribute to transparency and accountability. In this study, Public Finance Studies Center and the Federal Supreme Audit Office are considered in terms of the audit. While Public Finance Studies Center is not considered as an independent institution within the body of central legislative power, the Federal Supreme Audit Office operates as an independent institution with its legislation. The legislative power is categorized as a legislative body that affects the budget in accordance with the authority it has over the budget. However, the chief of the state has the authority to submit legislation proposals, which is limited by the budget, and thus the chief of state maintains hegemony over the budget and the legislative body has no or limited influence. Participation is evaluated as inadequate within the frame of the central government and there are pilot implementations under the scope of the local authority.
