İlişkiler Ağı Teorisine göre göçmen ilişkiler ağlarının bir kez oluşturulduktan sonra göçün devam edeceğini, alınacak güvenlik/politik tedbirlerin göçü önlemek için yeterli olmayacağını, mülteciler/göçmenler tarafından kurulan ağların ev sahibi ülkeye müteakip göçleri kolaylaştıracağı ve sürdüreceğini savunmaktadır. Suriye Krizi sonrası 2011 yılından itibaren Türkiye’ye çeşitli yollardan giriş yapan yaklaşık 4 milyon Geçici Koruma Altında bulunan Suriyelinin her geçen gün daha yerleşik hale geldikleri, ülkelerine geri dönme niyetlerinin önemli oranda azaldığı ve mültecilerin kurdukları ilişkiler ağı sonucu Suriye’den Türkiye’ye göçün sistematik bir yapıya kavuştuğu değerlendirilmektedir. Türkiye’deki kalıcılık eğilimleri artan ve ekonomik göçmen kavramına evrilmekte olan Suriyeli Mültecilerin (SM) sosyoekonomik entegrasyonlarını tamamlamaları ve neden oldukları olumsuz yan etkilerin azaltılması için ekonomiye katkılarının artırılması bir zorunluluk haline gelmiştir. Bu kapsamda SM’lerin kendi hesabına çalışma ve girişimcilik potansiyellerinin ivedilikle harekete geçirilmesine yönelik tedbirler, mesleki yeteneklerine uygun sektörlere yönlendirilmeleri, girişimciliği destekleyecek alt yapıların oluşturulması, mesleki eğitim programlarına ağırlık verilmesi ve alınacak diğer tedbirler, ülke güvenliği, ekonomisi ve mültecilerin sosyo-ekonomik entegrasyonları açısından hayati bir öneme sahiptir.
According to the Relationship Network Theory, immigration will continue once the migration networks are established, security/political measures will not be sufficient to prevent migration, and the networks established by refugees/immigrants will address the host country and facilitate and continue migration. According to the report, about 4 million Syrians under temporary protection who have entered Turkey through various roads since 2011 are becoming more settled every day, their intentions to return to their countries are significantly decreased, and as a result of the network of relations that refugees established, migration from Syria to Turkey has become a systematic structure. Turkey’s sustainability trends are increasing and the concept of economic migrants is evolving, and increasing contribution to the economy has become an obligation to complete the socio-economic integration of Syrian refugees (SM) and to reduce the negative side effects they cause. In this context, the measures aimed at the employment and entrepreneurial potential of SMs on their own account, their direction to the sectors that suit their professional capabilities, the creation of understructures to support entrepreneurship, the emphasis on professional training programs and other measures to be taken are of vital importance in terms of national security, the economy and the socio-economic integration of refugees.
Once the migrant Networks are set, they continue and facilitate the new arrivals to homecountry, moreover political, security or other types of measures won’t provide the cessation of migran tinflux according to NetworkTheory. 4 millions Syrian Refugees (SR) under temporary protection arriving Turkey after the Syrian crisis in 2011, are becoming more settled each passing day, their intentions of return is reducing by the time and the Migrant Networks they already set are rendering the migration from Syria to Turkey more systematic. For SRs who are transforming into economic migrants and becoming more liable to stay in Turkey, it is an obligation to increase their added value to the economy to accomplish their socio-economical integration and reduction of migration’s negative side effects. Taking measures to activate SR’s self employment and entrepreneurship potential, their orientation to necessary sectors, building entrepreneur supporting infrastructure, prioritizing vocational training programs and other types of measures are crucial for socio-economical integration, homecountry’seconomy and security.
