Belediye bilançolarında yabancı kaynak hesapları, belediyelerin borçluluk durumunu göstermektedir. Bu hesaplar, belediyelerin sürdürülebilir bir mali yapıya sahip olup olmadıklarını tespit edebilme ve gerektiği durumda iyileştirme olanağının olup olmayacağını gösterebilmektedir. Dolayısıyla belediyelerin yabancı kaynaklarının bilançolarında yer alan farklı alt hesap grupları itibariyle analizinin yapılması önem arz etmektedir. Bu hesap gruplarından kamu idarelerine mali borçlar, faaliyet borçları, emanet yabancı kaynaklar, alınan avanslar, ödenecek diğer yükümlülükler, borç ve gider karşılıkları ile gelecek aylara ve yıllara ait gelirler ve gider tahakkukları kamuoyu tarafından fazla bilinmemektedir. Nitekim çalışma ile Türkiye’deki belediyelerin kamuoyuna fazla yansımayan yabancı kaynaklarının bilançolar aracılığıyla analiz edilmesi amaçlanmıştır. Bu doğrultuda çalışmada belediyelerin kısa ve uzun vadeli yabancı kaynak hesaplarında yer alan tutarların toplam yabancı kaynaklar içerisindeki paylarında artış yaşandığı tespit edilmiştir.
In the municipal bills, foreign resource accounts indicate the state of debt of the municipalities. These accounts can indicate whether the municipalities are able to determine whether they have a sustainable financial structure and whether they will have the possibility of improving if necessary. Therefore, it is important to analyze according to the different sub-account groups included in the balance sheets of foreign resources of the municipalities. From these account groups to public administrations, financial debts, activity debts, trusted foreign resources, received advances, other liabilities to be paid, debt and expenditure remunerations and income and expenditure of the coming months and years are not much known by the public. In fact, the study has been aimed at analyzing the foreign resources of the municipalities in Turkey that are not much reflected in the public through the balance sheets. In this regard, the study found that the amount included in the short and long-term foreign resources accounts of the municipalities increased in the share of the total foreign resources.
The municipal liabilities presented to indebtedness of municipalities. These accounts enable the municipalities to determine if they have a sustainable fiscal structure and to improve them if necessary. Therefore, it is crucial to analyze the municipal liabilities via different sub-accounts in the balance-sheets. Some of these sub-accounts, which are fiscal liabilities to public administrations, operating debts, deposit liabilities, advances received, other fiscal liabilities payable, provisions for liabilities and expenses, and income relating to future periods and expense accruals, are not known to the public. Thus, it is aimed to analyze the types of municipal liabilities via balance-sheets. Accordingly, it is determined that the share of short-term and long-term liabilities not known by the public in total liabilities increased
