Abstract:

Eğitim, bireyi geleceğe hazırlayan bir süreçtir. Bu sürecin en önemli aşamalarından birisi de ölçme ve değerlendirmedir. Sürecin ve ulaşılan durumun ortaya konulması eğitimin verimliliği açısından gerekli bir durumdur. Ölçme ve değerlendirmede ise öğretmenlerin tutumu çok önemlidir. Sürecin iyi değerlendirilmediği bir çalışmanın hedeflere ulaşması zorlaşacaktır. Değişen Dünyaya uyum sağlamak ve geleceğin bireylerini yetiştirmek için bireydeki değişimi gözlemlemek ve önlemler almak gereklidir. Bu çalışmada öğretmenlerin tüm dünyada değişen ölçme ve değerlendirme yaklaşımlarını Kastamonu özelinde ortaya çıkarmak, öğretmenlerin ölçme ve değerlendirmeye yönelik tutumlarını belirlemek amaçlanmıştır. Ayrıca sahada olan öğretmenlerin ölçme ve değerlendirmeye yönelik bakış açılarının doğru tespit edilmesiyle, okullardaki ölçme ve değerlendirme etkinliklerinin tekrar yapılandırılması için gerekli veriler ortaya çıkarılmıştır. Araştırmaya Kastamonu ilinde temel eğitim ve ortaöğretimde görev yapan ölçme ve değerlendirme eğitiminde gönüllü olarak yer alan 203 öğretmen katılmıştır. “Eğitimde Ölçme ve Değerlendirmeye Yönelik Tutum Envanteri” (Attitude toward Educational Measurement Inventory) uygulanarak veriler toplanmıştır. Araştırma sonucunda genel olarak öğretmenlerin ölçme ve değerlendirmeye önem verdikleri görülmüştür. Ayrıca öğretmenlerin meslek hayatı boyunca daha fazla ölçme ve değerlendirme dersi almaları gerektiği, öğretmenlerin ölçme ve değerlendirmeye bakış açılarının yaş, cinsiyet, mesleki tecrübe gibi hususlarda değişkenlik gösterdiği ortaya çıkmıştır. Öğretmenlere yönelik ölçme değerlendirme eğitimlerinin uygulamalı olarak belirli periyotlar dahilinde gerçekleştirilmesi önerilmektedir

Education is a process that prepares the individual for the future. One of the most important stages of this process is the measurement and evaluation. The process and the achieved status is a necessary situation in terms of the efficiency of education. Measurement and assessment of teachers is very important. It will make it difficult for a work that is not well assessed to the goals. It is necessary to observe and take measures to adapt to the Changing World and to educate the individual of the future. In this study, the aim of the teachers is to reveal the changing approaches of measurement and evaluation throughout the world in Kastamonu, to determine the attitudes of teachers towards measurement and evaluation. In addition, with the correct identification of the teachers’ measurement and evaluation perspectives, the necessary data for the restructuring of the measurement and evaluation activities in schools has been revealed. The study included 203 teachers who participated voluntarily in the measurement and evaluation training in basic education and secondary education in the province of Kastamonu. “Attitude toward Educational Measurement Inventory” (Attitude toward Educational Measurement Inventory). The research has shown that teachers generally pay attention to measuring and evaluating. It has also been revealed that teachers should take more measurement and evaluation lessons throughout their professional life, and that teachers’ views of measurement and evaluation are varied in terms of age, gender, professional experience. Measurement assessment training for teachers is recommended to be practically performed within specific periods

The education process is a process that prepares the individual for the future. One of the most important stages of this process is measurement and evaluation. Introducing the process and the situation achieved is a necessary condition for the efficiency of education. In the assessment and evaluation of teachers attitude it is very important. It will be difficult for a study that does not evaluate the process well. Adapting to a changing world and to observe the changes in the person and take measures to educate the future of individuals is required.In this study, it is aimed to determine the approaches of the teachers specially in Kastamonu in Turkey and to determine the attitudes of the teachers towards measurement and evaluation. In addition, the data for the assessment of the assessment points of the teachers in the field and the re-structuring of the assessment activities in the schools were revealed. A total of 203 voluntarily participated in the assessment of basic education and secondary education in Kastamonu. The data were collected by 'Attitude toward Educational Measurement Inventory' prepared by Byrant and Barnes (1997) and translated into Turkish by Ozan and Köse (2013). There are 31 items in 5-point Likert-type scale. The data were analyzed by SPSS 23 package program. As a result of the research, it was observed that teachers generally gave importance to assessment. In addition, it was revealed that teachers should take more assessment courses during their professional life and it was found out that teachers' perceptions towards assessment evaluation vary in terms of age, gender, professional experience.
