Abstract:

The political, economic and administrative conditions of the countries, together with the global developments, determine the shaping and preference of public service delivery models. However, in the study, the relationship between the change in the understanding of public administration and the transformation in the delivery methods and techniques of public services is discussed, ignoring other factors. In this direction, the subject of the study has been determined as 'the relationship between public service delivery models and the dominant paradigm in public administration'. The aim of the study is to reveal the interaction between the change of thought in the field of public administration and the changes in the understanding of public service and to determine the nature of this interaction. The spatial limit of the study was determined as Türkiye. On the other hand, the period between the pre-traditional public administration and the new public administration (post-YKY) is determined as a temporal limitation. In the study, which was prepared within the framework of the qualitative research approach, secondary data sources were used as an information collection tool. It has been understood that there is a causality between the change in the public administration paradigm and the changes in the field of public service, but it has been observed that it is not possible to make a general definition on this subject. Moreover, the innovations that can be brought about by the ideas expressed under the title of post new public administration in public service delivery methods are included.
