2014 yılında Kırım’ın Rusya Federasyonu tarafından ilhakıyla yeniden alevlenen ve halen Ukrayna’nın doğusunda Rusya Federasyonu destekli militanlarla Ukrayna Ordusu arasında devam eden çatışmalarla farklı bir boyuta taşınan Rusya Federasyonu-Ukrayna anlaşmazlığının kökleri çok eski tarihleri kadar gitmektedir. Tarihsel süreçte Ukrayna’nın doğusu genel olarak Ruslar’ın, batısı ise farklı Batılı milletlerin hakimiyetleri altında kalmıştır. Bu nedenle ülkenin doğusunda yaşayan halk genel olarak Rus idaresine meylederken, batısında yaşayan halk ise geleceğini Batı’da görmektedir. Yaşanan bu süreci göz önünde bulundurmadan sadece askeri perspektiften Rusya Federasyonu-Ukrayna çatışmasına bakmak sorunun nedenlerinin doğru bir şekilde tespit edilerek, analiz edilmesine mani olacaktır. Bu nedenle çalışmada Rusya Federasyonu-Ukrayna çatışmasının temelinde yatan nedenlerin ortaya çıkarılabilmesi ve böylelikle de sorunun çözümü için daha isabetli çözüm yollarının tespit edilebilmesi için askeri sektörden kaynaklanan tehditlerin yanı sıra, politik, ekonomik, toplumsal ve çevresel sektörlerden kaynaklanan tehditleri de güvenlik gündemine dahil ederek daha kapsayıcı bir güvenlik anlayışı inşa eden Güvenlikleştirme Teorisi kullanılarak, söz konusu anlaşmazlık analiz edilmeyeçalışılmıştır

Abstract:

The roots of the Russian Federation-Ukraine dispute, which was rebuilt by the Russian Federation in 2014 and still moved to a different dimension by the continuing conflict between the Russian Federation-supported militants and the Ukrainian Army in the east of Ukraine, go to very ancient dates. In the historical process, the east of Ukraine was under the domination of the Russians in general, and the west was under the domination of different Western nations. Therefore, the people living in the east of the country generally go to the Russian administration, while the people living in the west see the future in the west. Without taking into account this process, looking only to the conflict between the Russian Federation and Ukraine from a military perspective will prevent the cause of the problem from being properly identified and analyzed. Therefore, in the study, in order to identify the underlying causes of the Russian Federation-Ukraine conflict and thus to identify more appropriate solutions to the problem, the threats arising from the military sector, as well as the threats arising from the political, economic, social and environmental sectors, the Security Theory, which builds a more comprehensive sense of security by incorporating the security agenda, the dispute in question was used to be analyzed.

The roots of Russian-Ukraine conflict, which was blazed out due to occupation of Crimea by Russian Federation in 2014 and carried out different dimension because of the ongoing clashes between Russian supported militants and Ukraine army in the east side of the country, dated back a long time. While the eastern part of the country generally has felt under domination of the Russians, the western part controlled by western powers in historical process. Because of that reason while eastern habitants of the country inclined to Russian control, the westerns saw their futures with the western world. So looking the Russian-Ukraine conflict only from military perspective, without considering this process, would prevent analyzing the reasons of the problem, properly. That is why the Securitization Theory, which included the threats originated from political, economic, social and environmental sectors to the security agenda, beside the military ones, tried to use in the study for revealing the main reasons of the Russian-Ukraine conflict and determining the more accurate solutions to it.
