Eğitim fakültelerinde uygulanmakta olan müzik öğretmenliği lisans programları, 1998 yılında değiştirilmiştir. Bu işlem, Milli Eğitimi Geliştirme Projesi çerçevesinde, eğitim fakültelerindeki öğretmen yetiştirme programlarının revizyonu kapsamında gerçekleşmiştir. Yükseköğretim Kurulu (YÖK), yapılan yenilikleri öğretmen eğitimi programlarının yapısında ve uygulanmasında sorunlar olduğu gerekçesine dayandırmaktadır. Söz konusu gerekçelerden üç tanesi bu çalışmada ele alınmaktadır: programın öğretmen yetiştirme amacından uzak oluşu, öğretim bilgisi derslerinin ihmali ve pedagojik kuram ve uygulama dengesinin kurulamaması. Yenilenen programın bu gerekçelerle tutarlılığı, nitel içerik analizi yöntemiyle incelenmektedir.
