Tabgatchs whose homeland was the area between Amur River and Argun River and were located in the west part of Hsien-pi Confederation, settled in Inner Mongolia at first in the 2rd century and later on moved to south, founded Tai State in 315 and then Northern Wei Dynasty in 386.T’o-pa Kuei (Emperor Tao) whom was the grandson of Shih-i-chien the last ruler of Tai State, reestablished the state beginning from 386 and laid the foundation of strong dynasty. Military and political activities of Emperor Tao who turned a new page in the Tabgatch history, both made them the only ruler of North and Central China and took the first steps of the transformation from the nomadic state to Chinese dynasty
