Bu çalışmanın amacı, genelde Türkiye’nin tarım politikasını, özelde ise gül üretimini incelemektir. Türkiye’de gül üretiminin yaklaşık %80’i Isparta ve çevresinde yapılmaktadır. Gül üretimi, ülkeye ve yöre halkına ekonomik katkı ve sosyal refah sağlamaktadır. Bununla birlikte 2020 yılında Türkiye’de de görülen koronavirüs salgınının, günümüzde yaşanan ekonomik krizin ve Rusya-Ukrayna savaşıyla birlikte enerji ve petrol fiyatlarındaki artışın, tarım politikalarını, dolayısıyla gül üretimini de etkilediği düşünülmektedir. Kamu politikası, devletin yapmayı ya da yapmamayı seçtiği her şey olarak tanımlanmaktadır. Kamu politikası, başta kamu yönetimi olmak üzere maliye, iktisat, çalışma ekonomisi, sosyal politika, hukuk, siyaset bilimi ve uluslararası ilişkiler gibi birçok disiplinin ilgi alanına girmektedir. Dolayısıyla kamu politikası kavramının kullanılmasıyla dış politika, iktisat, tarım, eğitim, sağlık, konut gibi birçok farklı alana yönelik politikalara işaret edilmektedir. Tarım politikası kapsamında devlet tedbir almış mıdır? Hangi tedbirleri almıştır? Gelecekte neler yapılmalıdır? Merkezi yönetim, yerel yöneticiler ve üreticiler ne düşünmektedirler? Yarı yapılandırılmış mülakat tekniği ile yukarıda belirtilen konularda elde edilen bulguların, literatüre katkı sağlayacağı değerlendirilmektedir. Çalışmada, Türkiye’nin gül yağı üretiminde lider konumunu sürdürmesi, üreticilerle birlikte devletin, özel sektörün ve üniversitelerin birlikte çalışmasına bağlı olduğu sonucuna ulaşılmıştır.
The aim of this study is to study the agricultural policy of Turkey, and in particular the production of roses. In Turkey, about 80% of the rose production is produced in Isparta and around it. The production of roses provides economic contribution and social well-being to the country and the local people. However, the coronavirus epidemic in Turkey in 2020, the current economic crisis and the rise in energy and oil prices along with the Russian-Ukrainian war, is believed to have affected agricultural policies, and therefore the production of roses. Public policy is defined as everything the government chooses to do or not. Public policy enters the interests of many disciplines, primarily public administration, such as finance, economics, labour economy, social policy, law, political science and international relations. Thus, the use of the concept of public policy is pointed to policies in many different areas, such as foreign policy, economy, agriculture, education, health, housing. Does the government take care of agriculture policy? What measures did he take? What should be done in the future? What do local governments and producers think? The semi-configured interview technique and the findings obtained on the topics mentioned above are assessed to contribute to literature. The study concluded that Turkey continued its leading position in the production of rose oil, and that it is dependent on the state, private sector and universities working together with producers.

However, it is thought that the coronavirus pandemic, which was also seen in Turkey in 2020, the current economic crisis and the increase in energy and oil prices due to the Russia-Ukraine war also affected agricultural policies and therefore rose production. The public policy is defined as anything the government chooses to do or not to do. It is in the field of interest of many disciplines such as finance, economics, labor economics, social policy, law, political science and international relation and, especially public administration. Therefore, by using the concept of public policy, policies for many different fields such as foreign policy, economy, agriculture, education, health, housing are designed. Has the state taken any measures within the scope of agricultural policy? If so, what measures has been taken? What do the central government, local administrators and producers think? What the government should do in the future? It is evaluated that the findings obtained on the above-mentioned subjects with the semi-structured interview technique will contribute to the literature. As a result, Turkey's maintaining its leading position in rose oil production depends on the cooperation of the government, private sector and universities with the producers.
