Bu çalışmanın amacı, yerel yönetimlerde sosyal harcamaların düzeyini etkileyen kritik faktörler çerçevesinde Türkiye’deki seçilmiş büyükşehir belediyelerinin değerlendirilmesi ve sosyal harcamaların, nitelik ile niceliğini arttıracak önerilerin sunulmasıdır. Bu amaçla farklı sosyo-ekonomik göstergelere sahip Adana, Ankara, İzmir ve Mersin büyükşehir belediyelerinin 2010-2017 yılları arasındaki sosyal harcamalarına ilişkin verileri incelenmiştir. Sosyal harcamaların izlenmesinde büyükşehir belediyelerinin stratejik planları, performans programları, faaliyet raporları ve kesin hesap planlarından yararlanılmıştır. Sosyal harcamalar, gelirlerin birleşimi ve gelirlerin giderleri karşılama oranı ile birlikte analiz edilmiştir. Sosyal harcamaları etkileyen mali olanaklara ek olarak merkezi-yerel ilişkiler, idari teşkilatın yapısı ve diğer faktörler de değerlendirmeye alınmıştır. Sonuç olarak seçilmiş belediyelerin çoğunluğunda sosyal harcamaların düzeyi, bütçe dengesinden veya bütçe büyüklüğünden etkilenmektedir. Yine aynı belediyelerde, öz gelirlerin payının bütçe gelirleri içerisinde yüksek oranlı olması kesin olarak sosyal harcama düzeyini arttırmamaktadır. Ayrıca politik kararların veya değişimlerin, planlamanın, idare ve organizasyon yapısının da sosyal harcamaları farklılaştırdığı görülmüştür.
The aim of this study is to evaluate the selected major municipalities in Turkey within the framework of critical factors affecting the level of social spending in local governments and to present suggestions to increase the quality and quantity of social spending. For this purpose, the data related to the social spending of Adana, Ankara, İzmir and Mersin metropolitan municipalities with different socio-economic indicators between 2010 and 2017 have been studied. In the monitoring of social spending, the strategic plans, performance programs, activity reports and accurate accounting plans of the metropolitan municipalities were taken advantage of. Social expenditure, the combination of income and the expenditure of income were analyzed along with the reward rate. In addition to the financial possibilities affecting social spending, central-local relations, the structure of the administrative body and other factors were taken to be assessed. As a result, the majority of the municipalities selected are affected by the level of social spending, the budget balance or the size of the budget. The aim of the study is to evaluate selected metropolitan municipalities in Turkey in the framework of the critical factors affecting the level of social expenditures in local governments and make recommendations to increase the quality and quantity of social expenditures. For this purpose; data on social expenditures of Adana, Ankara, İzmir and Mersin metropolitan municipalities –having different socio-economic indicators– for the 2010-2017 period are used. The strategic plans, performance programs, activity reports and final account plans of metropolitan municipalities are utilized for monitoring social expenditures. Social expenditures are analyzed together with the combination of revenues and the ratio of revenues to expenses. In addition to the financial opportunities affecting social expenditures; central-local relations, the structure of the administrative organization and other factors are taken into consideration. As a result, the level of social expenditures are influenced by budget balance or budget size in the most of selected municipalities. In the same municipalities, the high share of self-revenues in budget revenues does not certainly increase the level of social expenditures. It is also seen that political decisions or changes, planning, administration and organizational structure differentiate the social expenditures.
