Bu çalışma, Kudüs kenti vakıflarının 18. yüzyıldaki istihdam durumunu vakıf görevlilerinin sosyo-ekonomik ve demografik özellikleri bakımından incelemeyi amaçlamaktadır. Çalışma, Osmanlı merkezi yönetiminin vakıflara ilişkin uygulamaları bağlamında, devlet iktidarı ve denetiminin taşradaki işleyişi ve varlık belirtileri üzerinde durmaktadır. Dört kısımda oluşan incelemenin birinci kısmında Osmanlı toplum yapısı içerisinde vakıf görevlilerinin konumu tespit edilerek, bu görevlilerin tespit edilen unvan ve lakapları ve tarihsel süreç içerisindeki değişimlerine yer verilecektir. Sonrasında, görevlilerin tevcih, azl ve görev süreleri yine ayrı bir başlık altında incelenecektir. Bu bağlamda, Osmanlı merkezi yönetiminin yapılan bu atamalar konusundaki etkisi ve denetimine ilişkin süreçler belirlenmeye çalışılacaktır. Kudüs’teki vakıf görevlilerinin, kent nüfusu içerisindeki durumunu tespit etmeye çalıştığımız üçüncü kısmı, vakıf görevlilerinin ücretlerinin incelendiği bölüm takip edecektir. Bunların analizi ile Osmanlı merkezi yönetiminin bir taşra kentindeki otoritesini sürdürmesini mümkün kılan istihdam politikalarına vakıf görevleri ve maaşlar üzerinden ışık tutulmaya çalışılacaktır.
This study aims to examine the employment status of the 18th century of the Jerusalem City foundations in terms of the socio-economic and demographic characteristics of the founding staff. The study, in the context of the practices of the Ottoman Central Administration with regard to the foundations, focuses on the functioning of the state power and control and the signs of existence. In the first part of the study, which is formed in the four parts, the position of the foundation officials within the Ottoman society structure will be identified, the titles and statements of these officials and the changes within the historical process will be included. After that, the appointment, minimum and mandate periods of the officers will be examined again under a separate title. In this context, the processes related to the impact and control of the Ottoman Central Administration on these appointments will be determined. The third part, which we try to identify the status of the foundation officials in Jerusalem within the city population, will follow the section where the salaries of the foundation officials are examined. The analysis of these will be attempted to keep the light on employment policies that enable the Ottoman central administration to maintain its authority in a town of Taşra through the foundation tasks and wages.
