Emigration is a phenomenon as old as human history. However, the highest number of people who participated in emigration coincided with the period that industrialization movement and as a result of this rural area people’s tending towards to new employment facilities has been occurred. This process was realized in different geographies in different durations. The emigrations in societies that completed their industrialization have not been ended and are still continuing. Emigration movement in these societies has changed only its route and gone towards to rural areas surrounding the cities. In this study, the reverse emigration movement that has increased recently especially in the big cities of our country, i.e. new settlements instructed in rural areas that are planned, comfortable and have well-arranged social substructure will be investigated in Istanbul example. The housing areas constructed by TOKI, KIPTAS and private foundations in the regions such as Halkalı, Beylikdüzü, Pendik, Tuzla, Sarıyer, Beykoz are very popular nowadays. Shanty buildings are still being constructed in the city surroundings, although they are reduced. On the other hand, the people who live in old settlements and have moderate or high income show more and more demand for these new settlements. This process that called as “suburb” and seen in societies following industrialization coincided with the period which the city still get immigration from rural areas in our country unlike the western countries. In other words, there are two different kind emigration has been occurred in Istanbul at the same time; emigration from rural area to city and emigration from city to city surroundings. Additionally, in this study the cultural and economical properties of the people who are in suburb process and their reasons for emigration from city center to city surroundings were investigated.
