The decision-making processes in foreign policy have undergone significant changes over time. Foreign policy is a period determined by kings/imperators, and with the spread of the concept of democratic governance it has begun to be determined by parliaments, the authorized organs of the state and the relevant officials. Especially in the years of the Cold War, while the impact of the realistic approach has been seen, with the end of the Cold War, the realistic approach has remained insufficient, and many factors have been influenced by the decision-making process in foreign policy. In addition to this, the contextual changes, the rapid developments in communication technologies, the rapid and continuous interaction of states and communities, the increased mutual dependence have made it compulsory for states to diversify the development of foreign policy processes. In this context, external policy analysis and decision-oriented studies have been developed, especially the factors and dynamics that influence the decision-making processes in the external policy due to global changes have begun to be studied. In this context, with the constitutional amendment made in Turkey in 2017, the Presidential Security and Foreign Policy Council, which was created to develop foreign policy recommendations to decision makers, was discussed in this study. Instead of a single actor, a large number of actors were attempted to show how they play a role in the decision-making process in the framework of a bureaucratic policy model based on the essence.

Decision-making processes in foreign policy have undergone significant changes over time. While the foreign policy was once determined by the kings/emperors, with the spread of the democratic management understanding, it started to be determined by the parliaments, the authorized organs of the state and the relevant officials. While the effect of the realist approach was in question especially during the cold war years, the realist approach was insufficient after the end of the cold war, and it was seen that many factors influenced the decision-making process in foreign policy. In addition to this, cyclical changes, rapid developments in communication technologies, rapid and continuous interaction of states and societies, and increasing interdependence have made it necessary to diversify the development of foreign policy making processes of states. In this context, studies focused on foreign policy analysis and decision-making have been developed, and factors and dynamics that affect foreign policy decision-making processes, especially depending on global changes, have begun to be examined. In this context, the Presidency Security and Foreign Policies Board, which was formed with the constitutional amendment made in Turkey in 2017 to develop foreign policy recommendations to decision makers, is discussed in this study. It has been tried to reveal what kind of role it has in the decision-making process within the framework of the bureaucratic policy model based on many actors rather than a single actor.
