In the design of concrete structures, the elastic parameters are calculated while the elasticity module is very important to correctly determine the Poisson ratio in terms of concrete resistance and the elasticity module in terms of concrete resistance and specifically the level of water saturation of concrete. The elastic parameters of the concrete are calculated according to certain acceptions in national or international standards, while the elastic parameters can be calculated from the P and S wave speeds, which are determined in a dynamic way. In this scope, the Poisson ratio values determined by the dynamic method are variable, while the Poisson ratio is 0. The objective is to identify the advantages and disadvantages of taking a fixed value in the elastic parameters calculations. For this purpose, 108 cubic samples of 150x150x150 mm3 sizes of 12 different concrete designs of the resistance have been prepared and the P and S wave speeds have determined the one-axis pressure resistance. Later, the elastic parameters calculated using the parameters obtained from the dynamic methods were compared to the parameters obtained by the fixation of the Poisson ratio. The results from measurements made in certain time intervals showed the resistance of concrete and the change of elastic parameters depending on time. In addition, the impact of the variation between that the Poisson ratio is determined by a fixed or dynamic method and the flexibility and sliding module are studied. Therefore, it is not true that the Po-isson ratio is taken as a fixed value in calculations.
