The act of abortion, which is forbidden in most religions, was considered to be a crime in Ottoman Empire, which had adopted Islamic law. According to Islamic law, human life begins at the moment at which the fetus is formed in the uterus and abortion was considered to be a crime after the first 120 days to protect the right of life of the fetus except in case of an emergency. After the beginning of the 19th century, many regulations made by the Ottoman Empire aimed to prevent abortion throughout the entire empire for religious, human and public reasons. This subject, previously handled by fermans (edicts), first appeared in the Ottoman Criminal Code in 1858. One may state that the real reason for this state policy was to prevent the diminution of the population and therefore the power of the empire
