Arap Baharı ile Libya’da hükümet karşıtı isyanlar başlamış ve isyanlar zamanla iç savaşa dönüşmüştür. Libya’daki gösteriler ilk aşamada hükümet karşıtı protestolar şeklinde cereyan etmiş, Kaddafi yönetimi bu protestolara karşı sert müdahalede bulunmuştur. İsyanlar ülkenin her yerine yayılmış ve Kaddafi isyancılar tarafından linç edilerek öldürülmüştür. Kaddafi’nin öldürülmesi ile sular durulmamış ve iç savaş daha da kalıcı hale gelmiştir. Libya İç Savaşı, günümüze (2022) kadar birden çok aktörün müdahil olduğu uluslararası bir soruna dönüşmüştür. Libya’daki iç savaşın sonlandırılması ve kalıcı barışın tesisi için uluslararası örgütler ve global güçler devreye girmiş fakat Libya’daki tarafların ve yabancı devletlerin çıkarları ve irrasyonel politikaları büyük bir sorun teşkil etmiştir. Bu çalışmada, uluslararası hukuk bağlamında, Libya’nın istikrar arayışları, Libya İç Savaşı, barış görüşmeleri ve 24 Aralık 2021 tarihli Libya seçimleri analiz edilmiş ve Libya’da barışın tesisinin kısa vadede mümkün gözükmediği sonucuna varılmıştır. Çalışmada ayrıca Libya iç savaşının bitmesi ve barışın tesis edilmesi için çözüm önerileri sunulmuştur.
The Arab Spring and the anti-government rebellions began in Libya and the rebellions became a civil war over time. The protests in Libya began in the first phase in the form of anti-government protests, and the Kaddafi administration has made a strong intervention against these protests. Rebellions spread throughout the country and were killed by the Kaddafi rebels. With Kaddafi's murder, the waters were not dried and the civil war became more durable. The Libyan Civil War has become an international issue that has been interfered by several actors until today (2022). International organizations and global powers have engaged in the end of the civil war in Libya and the establishment of permanent peace, but the interests and irrational policies of the parties and foreign states in Libya have made a big problem. This study, in the context of international law, analyzed Libya’s efforts for stability, Libya’s Civil War, peace talks and Libya’s elections on 24 December 2021, and concluded that the establishment of peace in Libya appears not possible in the short term. The study also presented solutions for the end of the Libyan Civil War and the establishment of peace.
