In recent years global climate change is one of the most debated environmental problems. Ever increasing greenhouse gase emissions by human activities are one of the factors, which cause global climate change. Of greenhouse gas emissions, carbon dioxide emissions are attracting a great deal of attention due to its share in total greenhouse gas emissions. The Kyoto Protocol organised in 1997 emphasised that everybody will be affected in any way by global climate change since this is a global environmental problem. Thus, the solution to this problem calls for an international co-operation. The Kyoto Protocol pointed out that developed countries shoud have more responsibility in coping with global climate change. It also set up some market mechanicms in order to control greenhouse gase emissions. The European Union inspired by the Kyoto Protocol wanted to have a leading role at international level and set up an economic instrument, known as the Emission Trading System. The Emission Trading System has some weaknesses since it is the first of its kind at international level. On the other hand, it can be a proto-type political instrument for countries that are out of the EU in coping with global climate change.
