ENGELLİLERİN ERİŞEBİLİRLİK HAKKI: ENGELSİZ KENT YAKLAŞIMI ÇERÇEVESİNDE BİR DEĞERLENDİRME

Abstract:

Dünya nüfusunun yaklaşık %15’i engellilerden oluşmaktadır. Engellilik en yalın ifadeyle bir kısıtlılık ve dezavantajlılık halidir. Bu durum onların günlük yaşamlarında, diğer bireylerden daha çok sayıda ve çeşitli sorunla mücadele etmelerine neden olmaktadır. Engelliliği bireysel özelliklerden ziyade, toplumsal ve çevresel etmenlere bağlayan çağdaş anlayış, konuyu aynı zamanda bir haklar meselesi olarak görmektedir. Engellilerin en başta gelen haklarından birisi erişebilirliktir. Bu hakkın kullanılamaması engellilerin sorunlarını büyütmektedir. Engelliler açısından erişebilirlik fizik ve sanal çevreye, kaynaklara ve hizmetlere ulaşabilme, bunların nimetlerinden faydalanabilme anlamına gelmektedir. Engelsiz kent, bu hakkın kullanılabilmesine yönelik bir yaklaşımdır. Çalışmanın amacı da engellilerin erişebilirlik hakkını bu yaklaşım çerçevesinde değerlendirmektir. Kentler günümüzün temel yerleşim birimleridir. Küresel ölçekte, engelli nüfusun önemli bir bölümü kentsel alanlarda yaşamaktadır. Dolayısıyla kentlerde engellilerin erişim sorunlarının çözülmesi, engelli politikalarının başlıca amaçlarındandır. Bu bağlamda gerek uluslararası, gerek ulusal çok sayıda düzenleme ve standart oluşturulmuştur. Engelsiz kent girişimlerinin sayısı da her geçen gün artmaktadır. Ancak bunların küçük bir bölümü başarıya ulaşabilmektedir. Yerel yönetimlerin mali sorunları, siyasal öncelikler, engelliliğe ilişkin algı gibi çok sayıda neden bu girişimlere sekte vurmaktadır. Bu nedenle engelsiz kent girişimlerinin uzun vadeli bir planlama ve engelliler başta olmak üzere kentteki tüm paydaşları içeren bir politika anlayışıyla ele alınması gerekmektedir.

Approximately 15% of the world’s population is disabled. Disability is a condition of limitation and disadvantage. This situation causes them to face more and more problems in their daily lives than other individuals. Contemporary understanding that connects disability to social and environmental factors rather than individual characteristics also sees it as a matter of rights. One of the rights of the disabled is access. The failure to use this right increases the problems of the disabled. Accessibility from the point of view of disabled persons means the ability to access the physical and virtual environment, resources and services, and the ability to benefit from their benefits. The city without obstacles is an approach to the use of this right. The aim of the study is to evaluate the right of disabled persons to access in this framework. The cities are the main settlements of today. Globally, a significant portion of the disabled population lives in urban areas. Therefore, solving the problem of disabled access in cities is one of the main objectives of disabled policies. In this context, a number of international and national regulations and standards have been established. The number of unemployed urban initiatives is increasing every day. But a small portion of this can be achieved. The financial problems of local governments, political priorities, the perception of disability, and many other reasons are striking these initiatives. Therefore, unrestless urban initiatives must be addressed with a long-term planning and a policy understanding that includes all stakeholders in the city, including disabled people.

This situation causes them to struggle with more numerous and various problems in their daily lives than other individuals. The contemporary thought that connects disability to social and environmental factors rather than to individual characteristics also sees the issue as a matter of rights. One of the most important rights of disabled people is accessibility. The inability to exercise this right increases the problems of people with disabilities. Accessibility for the disabled means accessing the physical and virtual environment, resources and services, and benefiting from their blessings. The barrier-free city is an approach to the exercise of this right. The aim of the study is to evaluate the right of accessibility of the people with disabilities within the framework of this approach. Cities are the basic settlements of today. On a global scale, a significant proportion of the disabled population lives in urban areas. Therefore, solving the access problems of people with disabilities in cities is one of the main objectives of disability policies. In this context, a great number of national and international regulations and standards have been established. The number of barrier-free city initiatives is also increasing day by day. However, a small number of them can succeed. Numerous reasons such as the financial problems of local governments, political priorities, and perception of disability are interrupted these initiatives. Therefore, barrier-free city initiatives should be handled with long-term planning and with a policy approach that includes all stakeholders in the city, especially people with disabilities.
