Tarih boyunca kentler farklı yaşam ve inanca sahip toplulukların bir arada yaşadıkları, birlikte ortak değerler ürettikleri alanlar olmuşlardır. Kentler ve toplumlar sürekli bir etkileşim içinde birbirlerini değiştiren ve dönüştüren dinamik olgulardır. Kentler, içlerinde yaşayan toplumların yaşam alışkanlıkları, ihtiyaçları ve kültürleri doğrultusunda şekillenirken; toplumlar da yaşadıkları mekânlara ve orada bulunan diğer toplulukların etkilerine bağlı olarak yaşamlarını biçimlendirirler. Kentlerin toplumları, toplumların kentleri dönüştürmesi olağan olsa da, bazı durumlarda kentlerin maruz kaldığı ani, yoğun göçler, tarihi kimlik değerlerini, kentin peyzaj özelliklerini değiştirebilecek düzeyde etki etmekte; böyle durumlarda kentin kimlik değerlerini korumak adına bazı önlemler alınması gerekmektedir. Türkiye’nin çoğu bölgesi Nisan 2011’den itibaren Suriye’de yaşanan iç savaş sonucu yoğun bir göç baskısı ile karşı karşıya kalmış, İzmir kenti mültecilerin gerek yaşam alanı gerekse Avrupa’ya geçiş sürecinde konaklama alanı olarak en çok tercih ettiği kentlerden biri haline gelmiştir. Bu süreçte mültecilerin yoğun olarak yerleştiği Basmane- Kadifekale aksı üzerinde bulunan mahallelerde mekânsal dönüşümler oluşmaya başlamış, kentin tarihi kimlik değerleri ve peyzaj özellikleri gözle görülür biçimde değişime uğramıştır. Bu çalışmada, “Peyzaj Kimlik Özelliklerini Değerlendirme Matrisi” nin kültürel kimlik bileşenleri değerlendirme bölümü kullanılarak söz konusu bölgenin mevcut kültürel peyzaj kimlik özellikleri belirlenmiş, bölgenin mülteci yerleşiminden önceki peyzaj kimlik özellikleri bölgeye ait fotoğraf ve belgeler üzerinden görsel değerlendirme metodu ile kıyaslanmıştır. Çalışma sonucunda İzmir kenti Kadifekale- Basmane aksı üzerinde bulunan yerleşim alanlarının değişen peyzaj özellikleri saptanmış; geçmişe dayalı algısal, nicel ve nitel peyzaj kimlik özelliklerinin yeniden kazandırılması ve henüz etkilenmemiş olan kimlik değerlerinin korunması için öneriler geliştirilmiştir.

Throughout history, cities have been areas where communities with different cultures, beliefs and life habits live together and produce common values together. Cities and societies are dynamic phenomena that change and transform each other in a continuous interaction. Cities are shaped in line with the living habits, needs and cultures of the societies living in them; societies also shape their lives depending on the places they live and the effects of other communities there. Even though it is common for cities to transform societies and cities to transform cities, sudden and intense migrations to which cities are exposed in some cases affect historical identity values at a level that can change the landscape characteristics of the city; in such cases, some measures should be taken to protect the identity values of the city. Almost every region of Turkey from April 2011, a result of the civil war in Syria has faced intense pressure from migration. The city of İzmir has become one of the cities most preferred by refugees both as a living space and as an accommodation area during transition to Europe. In this process, spatial transformations have started to occur in neighborhoods located on the Basmane-Kadifekale axis where the refugees are densely settled, and the historical identity values and landscape characteristics of the city have changed significantly. In this study, the cultural identity components of the region were determined using the cultural identity components assessment section of the Landscape Identity Characteristics Assessment Matrix and the landscape identity characteristics of the region before the refugee settlement were compared with the visual evaluation method on the photographs and documents of the region. As a result of the study, changing landscape characteristics of settlement were determined. Recommendations have been developed to restore the perceptual, quantitative and qualitative landscape identity characteristics of the past and to protect the identity values that have not been affected yet.
