A black zero was applied to balance the budget during the period of Angela Merkel, who adopted neo-liberal economic policies in Germany. In terms of content, Black Zero can be called the ideal political project of the Angela Merkel period. Black Zero is the guide for budget policy and declares the budget balance as the real political goal. The aim of the study is to examine the effects of the black zero implementation, which is considered as a political target in 2009 in Germany, during the Angela Merkel period. The effects on general government expenditures, revenues and investment expenditures, budget deficit, borrowing and inflation will be analyzed using tables. The study is limited to the data between 2005-2021. During the Angela Merkel period, the concept of "high budget discipline" was dominated and it was concluded that Germany's protection from the economic turmoil in Europe was largely achieved by never making any concessions from the balanced budget concept called "black zero".
