Abstract:

E-Government is a concept directly related to the public services in which the public administration is organized. Unplanning control is a digital method used to improve the quality and efficiency of public services by supporting the management process stages. Digital public services reduce the mutual burden of institutions and individuals, making interaction between the public and the administrations faster, less expensive, efficient, traceable and convenient. Furthermore, through the use of digital technologies, the goal is to create economic and social benefits to society by integrating state modernization strategies. His philosophy also provides cooperation between the institutions. Through the E-Services, the planning and direction-time of the “state” and “citizen” relations has become the center of the public administration’s construction work. When the international studies in this direction are examined, it is clear that many countries have accelerated their practices of providing access to the internet from the state to the citizens, with the aim of providing efficiency based on the direction-time verified information flow. In public statements, the purpose he-defined in the creation of e-public services is the possibility of access to the necessary information quickly and easily; facilities are provided in support of processes such as tax payments, licenses, passport receipt. For its effects in the direction of multiplying the benefit; in addition to facilitating participation in the administration and interaction with the administration, the participation of the public in the administration and the quality of the services are expected to increase. The interaction provided by the administration for public information will ensure that citizens are more aware of their legal arrangements, services and policies. For citizens, e-government management and services: information about public policy, employment and business opportunities, voting information, tax declaration, license registration or renewal, payment and provision of fines, as well as access to a wide variety of information and services; this means that the work in this direction will also serve environmental policies, and that the public administration can create new tactics and strategies that can help it work more effectively on the basis of numerical analyses made throughout the country. The objective of this article is to investigate the responsibilities of the e-government and the rights of the e-government, in the framework of the modern security diagnosis, by linking to the Turkish Presidential Model, which was implemented in 2018.
