Cumhuriyet Halk Partisi Dönemi’nde Türkçe’nin kullanımını yaygınlaştırmak amacıyla bazı uygulamalar gerçekleştirilmiştir. Bu uygulamalardan birisi olan Türkçe ezan ilk kez 30 Ocak 1932’de Fatih Camii’nde okunmuştur. Ezanın ilk kez Türkçe okunduğu dönemin başbakanı İsmet İnönü idi. Arapça ezanın resmen yasaklanması ise Cumhurbaşkanı İsmet İnönü döneminde 2 Haziran 1941 tarihinde olmuştur. Arapça ezan yasağı yaklaşık dokuz yıl süresince resmen uygulanmıştır. Demokrat Parti iktidarının din alanında ilk icraatı olan bu kanunu 16 Haziran 1950’de kaldırmış ve 17 Haziran 1950’de Resmi Gazete’de yayımlanmıştır. Arapça ezanın kaldırılması, Demokrat Parti iktidarının uygulayacağı politikalar hakkında tahmin edilebilirliği artırmaktadır. Bu çalışmada; Arapça Ezan Yasağı Kanunu’nun kabul edilişi, uygulanması ve uygulamada çıkan sorunlar, DP’nin bunu propaganda aracı olarak kullanması ve kaldırılmasını etkileyen faktörler, bunun basına yansımaları, ortaya çıkan tartışmalar ve nihayet CHP’nin tutumu ele alınacaktır. Adı geçen düzenlemenin gerçekten ihtiyaç sonucu olarak ortaya çıkıp çıkmadığı ortaya konmaya çalışılacaktır. Bunun yanında CHP iktidarı döneminde çıkartılan bir kanunun başka bir iktidar döneminde kaldırılması/düzenlenmesinde CHP’nin tutumu incelenecektir. Türkiye’de 27 yıllık CHP döneminin ardından başa geçen Demokrat Parti’nin, muhalefetle meclis içi ilişkilerini ortaya koyması açısından Arapça Ezan Yasağı Kanunu’nun meclis görüşmeleri önemli bir yer tutmaktadır.
In the Republican People's Party period, some practices were implemented in order to spread the use of Turkey. During the Republican People's Party Period, some practices were carried out in order to popularize the use of Turkish. One of these practices was the Turkish adhan for the first time on January 30, 1932, at the Fatih Mosque. The prime minister of the period was İsmet İnönü, when the adhan was recited in Turkish for the first time,. The official ban on the Arabic adhan was on June 2, 1941, when İnönü was president . The ban on the Arabic adhan was "officially" implemented for about 9 years. This law, which was the first act of the Democratic Party government in the issue of religion, was abolished on 16 June 1950 and was published in the Resmi Gazete on 17 June 1950. The abolition of the Arabic adhan increases the predictability of the policies to be implemented by the Democratic Party government. In this study; The adoption and implementation of the Arabic Adhan Ban Law, the problems in its implementation, the DP's use of it as a propaganda tool and the factors affecting its abolition, the reflections of this on the press, the debates and finally the RPP's attitude will be discussed. It will be tried to reveal whether the aforementioned regulation really emerged as a result of necessity. In addition, the attitude of the RPP in the repeal/regulation of a law enacted during period of the RPP government in another government period will be examined. Parliamentary discussions of the Arabic Adhan Ban Law have an important place in terms of demonstrating the relations of the Democratic Party, which came to power after the 27-year RPP period in Turkey, with the opposition in the parliament.
