After the signing of the Armistice of Mudros, Mustafa Kemal Pasha and the Representative Committee decided to resist the invasions. This process started with the convening of the Sivas Congress, and the most important decision taken at the congress was the holding of elections for the assembly to be opened as soon as possible. For this, first of all, it is necessary to strengthen the national organization. With the established defense-i law centers, national organization has gradually accelerated. Thus, the names that can be nominated on behalf of the Representative Committee in the elections were determined and started to be reported to Sivas. Later, with the decision of the government of Ali Rıza Pasha to make an election on October 1919, the 1919 election process officially started in the Ottoman Empire. In this process, which continued until the opening of the parliament on January 12, 1920, elections were also held in Kastamonu, one of the sanjaks of Kastamonu Province, and four deputies were elected and sent to the parliament. The deputies selected according to these results are Mehmet Besim Fazlıoğlu, Suat Soyer, Yusuf Kemal Tengirşek and Şükrü Bey. In this study, in line with the archive documents, the process leading to the 1919 elections in the central sanjak of Kastamonu province, the experiences of the deputies, their candidacy and the participation of the elected deputies in the parliament were tried to be discussed in accordance with the archive records. In the study, especially ATASE archives, TITE, BOA archives, periodicals and second-hand sources were used.
