Günümüzde denizler ve okyanuslar balıkçılık veya deniz ulaşımı dışında farklı amaçlar bakımından da kullanılmaktadır. Bunlardan biri de denizlerden veya okyanuslardan petrol, doğal gaz veya çeşitli minerallerin çıkarılmasıdır. Deniz yatağı faaliyetleri gerçekleştirilirken deniz kirliliğinin önlenmesi, azaltılması, çevrenin korunması ve muhafazası için gerekli önlemlerin alınması gerekmektedir. Nitekim deniz yatağı faaliyetlerinden kaynaklı kirlilik sorunu yalnızca yerel bir sorun değildir. Aksine bütün toplumları etkileyen küresel bir sorundur. Bu bağlamda çevre ve çevrenin korunması ile ilgili yerel, bölgesel ve küresel düzenlemeler yapılmıştır. Çalışmamızın amacı esas olarak uluslararası hukukta ‘deniz yatağı’ olarak belirlenen alanlarda gerçekleştirilen faaliyetlerin tamamen zararsız faaliyetler olmadığının ve deniz çevresinde çeşitli kirlenmelere yol açtığının tespit edilmesidir. Bu bağlamda, ulusal yargı yetkisi altındaki deniz yatağı faaliyetleri bakımından önemli düzenlemeler içeren bölgesel nitelikteki sözleşmelerin incelenmesi ve içerik analizlerinin yapılması amaçlanmaktadır.
Today, the seas and oceans are also used for different purposes, except for fishing or sea transport. One of these is the extraction of oil, natural gas or various minerals from the seas or oceans. When the activities are carried out, the necessary measures should be taken to prevent, reduce, protect and preserve the environment. In fact, the problem of pollution caused by sea bed activities is not just a local problem. It is a global problem that affects all communities. In this context, local, regional and global regulations on the protection of the environment and the environment have been made. Our study is mainly aimed at finding out that the activities carried out in the areas defined as "marine beds" in international law are not completely harmless and that they lead to a variety of pollution around the sea. In this context, the objective is to examine and analyze the contents of regional contracts, which include important regulations for the activities of seafood under national jurisdiction.
