Türkiye bölgeleri arasında önemli gelir farklılıkları olan bir ülkedir. Bu durumun zaman içerisinde nasıl değiştiğini yakınsama hipotezi ile test eden çok sayıda çalışma yapılmıştır. Bu test, bir tarihsel zaman aralığı için kişi başına gelir değişkenin ampirik analizine dayanmaktadır. Fakat Türkiye’de sosyolojik yapının bazı unsurları (aile büyüklüğü, ailede çalışan sayısı, işgücüne katılım oranı vb.) zaman içerisinde değişmektedir. İlave olarak bu yapı Türkiye’nin bölgeleri arasında da farklılık göstermektedir. Ortalama verimliliğin ölçümünde araç değişken olarak kişi başına gelirin kullanımı bu değişimlerin etkisini de içermektedir. Bu çalışmada bölgesel yakınsama işgücü başına gelir değişkeni ile araştırılmıştır. Yakınsama hipotezi için tahmin modeli Neoklasik Büyüme Teorisi’nde yer alan geçiş dönemi denklemlerinin yatay kesit için yorumlanmasından elde edilmektedir. Ekonometrik tahminde geleneksel yaklaşım doğrusal olmayan en küçük kareler yöntemidir. Bu çalışmada da bu yöntem tercih edilmiştir. Bölgesel farklılıkları yansıtmak için tarımın GSYH payı kullanılmıştır. Çalışma 2004-2017 dönemini kapsamaktadır ve kullanılan tüm veriler TÜİK veri tabanından elde edilmiştir. Çalışmada elde edilen sonuçlara göre, Türkiye’de 2004 sonrası dönemde bölgesel ve il düzeyinde gelir farklılıkları azalmaktadır. İşgücü başına gelirin yakınsama hızı kişi başına gelirin yakınsama hızından daha yüksektir. Bölgesel farklılıkları yansıtan ilave değişkenle yapılan tahmine göre ise koşullu yakınsama hızı mutlak yakınsama hızından daha yüksektir. Ayrıca ilave değişken ekonometrik tahminin açıklama gücünü artırmıştır. Bu bulgular Türkiye’de 2000 sonrası dönemde sosyal yapıdaki değişmenin ve kentleşme düzeyindeki artışın yakınsama hızını artırdığını göstermektedir. Kadınların işgücüne katılım oranının ve istihdamının teşviki bölgesel gelir farklılıklarının azaltılmasında uzun dönemli bir politika olarak kullanılabilir.
Turkey is a country with significant income differences between the regions. Many studies have been conducted to test how this situation has changed over time with the approximate hypothesis. This test is based on the empirical analysis of the variable that comes per person for a historical time range. But some elements of the sociological structure in Turkey (family size, number of workers in the family, the rate of participation in labour, etc.) It changes over time. In addition, this structure also shows differences between the regions of Turkey. In the measurement of average efficiency, the use of income per person as a vehicle variable also includes the effect of these changes. In this study, the local proximity of the workforce has been investigated by the change of income. The predictive model for the approximation hypothesis is obtained from the interpretation of the transitional period equations contained in the Neoclassical Growth Theory for the horizontal cutting. The traditional approach in the econometric forecast is the smallest nonlinear square method. This method was preferred in this study. The GDP share of agriculture has been used to reflect regional differences. The study covers the period 2004-2017 and all the data used are obtained from the TIK database. According to the results obtained in the study, in Turkey after 2004 regional and provincial income differences are decreasing. The speed of close income per person is higher than the speed of close income per person. According to the estimates made with the additional variable that reflects regional differences, the conditional proximity rate is higher than the absolute proximity rate. It also increased the explanatory power of the economic variable forecast. These findings show that the change in social structure in Turkey in the period after 2000 and the increase in urbanization levels increased the speed of proximity. Incentives for women’s participation in labour and employment can be used as a long-term policy to reduce regional income differences.
