During the World War I, Iran was exposed to an occupation from the south by the English and from north by the Russian. The most important reason for this occurrence is the military, political and social conditions in the Iran State. The fact that Iran was occupied was a big military threat for the Ottoman State. Therefore, the Ottoman State followed a close policy interested in Iran at the period. The policy of the Ottoman State for Iran did not consist of only military concerns. By using the power of the caliphate, firstly Iran and then Afghanistan and India were tried to be involved in the war. However, this project supported by the German with great expectations didn’t come true. The most important reason behind of the failure was the imbalance between the plans made and the available capabilities. This study deals with some intelligence weakness which the Ottoman State trying to follow the policy of Ittihad-i Islam with the support of its ally, Germany, during the years of the World War I experienced in the Iran geography.
