ÖZ Bu çalışmada, son yıllarda özellikle sağlık alanındaki oldukça fazla sayıda uygulama örneğiyle adını duyduğumuz Kamu-Özel İşbirliği (KÖİ) projelerinin genel çerçevesine değinilerek bu projelerden beklenen faydanın elde edilebilmesi için, bu işbirliğinin kurucu tarafı olan kamu otoritelerinin kurulum ve işletim aşamasında sahip olması gereken yönetişim becerileri ile bu yönetişimin gerektirdiği ulusal yapılar incelenecektir. Büyük kamu yatırımlarını gerçekleştirmede yaygın şekilde kullanılmaya başlayan bu model için Birleşmiş Milletler, Dünya Bankası ve OECD gibi uluslararası örgütler tarafından birçok ülkenin tecrübeleri dikkate alınarak hazırlanmış rehberler makalenin temel referansı olacaktır. In this study, referring to the general framework of the Public-Private Cooperation (PCI) projects, which we have called in recent years, especially in the field of health, with a large number of applications; in order to obtain the expected benefit from these projects, the public authorities, which are the founding party of this cooperation, will study the management skills and the national structures required by this management in the establishment and operation phase. The guidelines prepared by international organizations such as the United Nations, the World Bank and the OECD, taking into account the experience of many countries for this model, which will begin to be widely used in the implementation of large public investments, will be the main reference of the article.
