Birinci Dünya Savaşı’nın sonunda Osmanlı Devleti ile İtilaf Devletleri arasında Mondros Mütarekesi’nin imzalanmasıyla Fransa, Anadolu’yu işgal eden devletler arasına katılmıştır. Ardından Anadolu’da yaşanan milli mücadeleyle birlikte Ankara Hükümeti ve Fransa arasında 1921 yılında Ankara Antlaşması imzalanarak Türk-Fransız barışı sağlanmıştır. Fakat Türkiye Cumhuriyeti kurulduktan sonra yaşanan bu barış döneminde, Türkiye ve Fransa arasında dış borçlar, yabancı okullar, Türkiye-Suriye sınırı gibi sorunlar devam etmekteydi. Lozan Barış Antlaşması’nın imzalanmasıyla birlikte iki ülke arasındaki konuların çoğu halledilmişti. Türkiye’nin Milletler Cemiyeti’ne üye olmasıyla gelişen Türkiye’nin uluslararası ilişkilerdeki rolü kapsamında iki ülke arasında Hatay Meselesi’ne kadar barış dönemi yaşanmıştır. Bu döneme rastlayan 1932-1939 yılları arasında deneyimli Türk diplomatlardan Suat Davaz, Türkiye Cumhuriyeti’nin Paris Büyükelçisi olarak görev yapmıştır. Davaz, Paris’te görev yaptığı süre içerisinde, Türkiye Cumhuriyeti Dışişleri Bakanlığı’na çok sayıda ve önemli konularda raporlar göndermiştir. 1929 Dünya Ekonomik Buhranının Avrupa’yı derinden etkilediği bu dönemde Fransa iç siyasette, kısa ömürlü ve istikrarsız hükümetler, siyasi skandallar ve süregelen grevlerle mücadele etmek zorunda kalmıştır. Çalışmada, Davaz’ın Ankara’ya gönderdiği, Türkiye Cumhuriyeti Devlet Arşivleri Başkanlığında bulunan ve daha önce istifade edilmemiş raporların Fransa’nın ekonomisini iç ve dış siyasetini ve Türkiye’ye karşı izlediği politikayı yansıtıp yansıtmadığı incelenecektir. Bu örnekle, siyasi tarih çalışmalarında diplomat raporlarının önemi değerlendirilecektir. Çalışma, Davaz’ın Paris Büyükelçiliği yıllarıyla sınırlı tutulmuştur.

At the end of the First World War, with the signing of the Mondros Treaty between the Ottoman State and the opposition states, France joined the countries that occupied Anatolia. After the national struggle in Anadolu, the Treaty of Ankara between the Ankara Government and France was signed in 1921, and the Turkish-French peace was achieved. But in this peace period after the establishment of the Republic of Turkey, foreign debts between Turkey and France, foreign schools, and the border between Turkey and Syria continued. With the signing of the Lozan peace treaty, most of the issues between the two countries were resolved. In the framework of the role of Turkey in international relations developed by Turkey's membership in the United Nations, the peace period between the two countries has passed until the Hatay issue. Suat Davaz, an experienced Turkish diplomat between 1932 and 1939, served as the Ambassador of the Republic of Turkey to Paris. During his office in Paris, Davaz has sent reports to the Ministry of Foreign Affairs of the Republic of Turkey on numerous and important issues. During this period in which the World Economic Storm affected Europe deeply, France was forced to fight short-lived and unstable governments, political scandals and ongoing strikes in domestic politics. The study will examine whether the reports that Davaz sent to Ankara, in the Presidency of the State Archives of the Republic of Turkey and not previously published, reflect the economy of France and its domestic and foreign policy and its policy against Turkey. With this example, the importance of diplomatic reports in political history studies will be assessed. The study was limited to the years of Davaz’s Paris Embassy.

Following the national struggle in Anatolia, the Treaty of Ankara was signed between the Government of Ankara and France in 1921 and the Turkish-French peace was achieved. However, during this period of peace after the establishment of the Republic of Turkey, problems such as external debts, foreign schools and the Turkish-Syrian border continued between Turkey and France. With the signing of the Lausanne peace treaty, most of the issues between the two countries had been settled. In the context of Turkey's role in international relations, which developed with the accession of Turkey to the league of Nations, there was a period of peace between the two countries until the Hatay issue. Between 1932 and 1939, Suat Davaz, an experienced Turkish diplomat, served as the Ambassador of the Republic of Turkey to Paris. During his tenure in Paris, Davaz sent reports on numerous and important issues to the Ministry of foreign affairs of the Republic of Turkey. France was forced to fight short-lived and unstable governments, political scandals and ongoing strikes in domestic politics during this period when the World Economic Depression of 1929 deeply affected Europe. The study will examine whether the reports that Davaz sent to Ankara, headed by the State Archives of the Republic of Turkey and which had not been used before, reflect France's economy, domestic and foreign policy and its policy towards Turkey. With this example, the importance of diplomat reports in studies of political history will be evaluated. The article will be limited to Davaz's years at the Paris Embassy.
