Günümüzde küresel ısınma ve iklim değişikliğinin tüm canlıların geleceği için büyük bir tehdit oluşturduğu daha net ifade edilmektedir. Bu tehdit, her geçen gün mevsimlerin daha kurak geçmesi, su kaynaklarının azalması veya kuruması, buzulların hızla erimesi, deniz seviyesindeki yükselmeler ve aşırı iklim olaylarının daha sık görülmesi şeklinde ortaya çıkmaktadır. Bu olumsuz tabloyla mücadelede sadece uluslararası kuruluşlar veya devletler düzeyindeki girişimlerin başarıya ulaşması oldukça güçtür. Bu nedenle, küresel ısınma ve iklim değişikliği ile mücadelenin yerel yönetimler, sivil toplum kuruluşları, medya ve bireyler gibi tüm paydaşların da dahil olacağı bir yönetişim sinerjisi ile yürütülmesi gerekmektedir. Günümüzde iklim değişikliği ile mücadelede özellikle yerel yönetimlerin son derece önemli rollerinin olduğu genel kabul görmektedir. Çünkü bu birimler, hem iklim değişikliğinin baş sorumlusu hem de en büyük mağduru olan kentlerin yönetilmesinde yerel iradeyi temsil etmektedirler. Bu bağlamda, çalışmanın iki temel amacı söz konusudur. Birinci amaç, küresel ısınma ve iklim değişikliği ile mücadele konusunda yerel yönetimlerin rollerini araştırmak ve önemini ortaya koymaktır. Çalışmanın ikinci amacı, yerel yönetimlerin iklim değişikliği ile mücadelede daha kapsamlı politikalar belirlemelerine ve başarılı sonuçlara ulaşmalarına yardımcı olacak bazı öneriler sunmaktır. Çalışmada nitel araştırma yöntemleri kullanılmıştır. Veriler ise ikincil kaynak taraması yöntemi ile elde edilmiştir.
Today, it is more clearly stated that global warming and climate change pose a great threat to the future of all living things. This threat emerges in the form of drier seasons, decreasing or drying up of water resources, rapid melting of glaciers, rising sea levels, and more frequent extreme climatic events. It is very difficult for initiatives only at the level of international organizations or states to be successful in combating this negative picture. For this reason, the combating against global warming and climate change should be carried out with a governance synergy that will include all stakeholders such as local governments, non-governmental organizations, media and individuals. Today, it is generally accepted that local governments have an extremely important role in the combating against climate change. Because these units represent the local will in the management of cities, which are both the main responsible and the biggest victims of climate change. In this context, the study has two main aims. The first aim is to investigate the roles of local governments in combating global warming and climate change and to reveal their importance. The second aim of the study is to offer some suggestions that will help local governments determine more comprehensive policies and achieve successful results in the fight against climate change. Qualitative research methods were used in the study. The data were obtained by the secondary literature review method.
