Osmanlı Devleti için Akdeniz’de bulunan Kıbrıs Adası oldukça önemlidir. Buna binaen antik çağlardan beri ticari ve coğrafi öneme sahip olan Kıbrıs’ın fethi için çalışmalara başlanmıştır. 1571 yılında Kıbrıs Adası’nın fethi sırasında ve sonrasında İçel’in Silifke ilçesine bağlı Taşucu bölgesinde bulunan Akliman önemli rol oynamıştır. Ada’ya olan yakınlığı sebebiyle Kıbrıs ile Anadolu arasındaki deniz yolu için önemli bir limandı. Asker sevkiyatı ve güvenliğin sağlanması için 1572 yılında buraya bir kale yapılmasına karar verilmiştir. Osmanlı mimarisine uygun şekilde inşa edilen kalenin korunması için muhafız ve askerler yerleştirilmiştir. Kale, ticaret ve yol güvenliğinin sağlanması gibi görevleri yerine getirmesi sebebiyle Osmanlı Devleti için kilit bir noktada bulunmaktadır.
Kalede bulunan askerlerin maaşları Kıbrıs cizyesi malından ödenmiştir. Kaleyi korumakla görevli asker sayısı arşiv belgelerinde genellikle 51 nefer olarak belirtilmiştir. Yıllık 50.000 akçe ile 45.000 akçe tutarında bir maaş ödenmesi uygun görülmüştür. Ancak belirlenen maaşların Kıbrıs’ta bulunan muhassıllar tarafından ödenmesi sırasında farklı uygulamalar yapılmış, sıkıntılar yaşanmıştır. Ada’da on yıl süreyle muhassıllık yapmış olan el-Hac Abdülbaki Ağa zamanında da yaşanan bu sorunlar sebebiyle durumun düzeltilmesi için Osmanlı Devleti emr-i şerifler göndermek zorunda kalmıştır. Bu çalışmanın amacı Başbakanlık Osmanlı Arşivi’ndeki belgelerin incelenmesi suretiyle Akliman Kalesi’nin Kıbrıs ve Osmanlı Devleti için önemini, aynı zamanda kalede görev yapan askerlerin maaş ödemeleri konusunda Ada’nın idarecileri ile yaşadıkları sorunları ortaya koymaktır.
The island of Cyprus in the Mediterranean is very important for the Ottoman state. The work for the conquest of Cyprus, which has had a commercial and geographical importance since ancient times, began. In 1571 during and after the conquest of the Cyprus Island, the Akliman, located in the Taşucu area connected to the Silifke district of İçel, played an important role. Due to its proximity to the island, it was an important port for the sea route between Cyprus and Anadolu. A castle was decided to be built here in 1572 to ensure military shipping and security. Guards and soldiers were placed to protect the castle built in accordance with the Ottoman architecture. The castle is a key point for the Ottoman State because it fulfils its tasks such as ensuring trade and road safety.
The wages of the soldiers in the castle were paid from the cybersecurity property. The number of soldiers responsible for protecting the castle is usually listed in the archives as 51 nights. It is considered appropriate to pay a salary of 50,000 acts and 45,000 acts per year. But when the payments were paid by the opponents in Cyprus, different practices were made, difficulties occurred. Al-Hac Abdülbaki, who has served for a decade in the island, has been forced to send the Ottoman State order of sheriffs to fix the situation due to the problems that occurred in the time of Al-Hac Abdülbaki. The objective of this study is to examine the importance of the Akliman Castle for the Cyprus and the Ottoman State by examining the documents in the Prime Minister's Ottoman Archive, and also to reveal the problems that the soldiers who serve in the castle have with the administrators of the island about paying their wages.
Located in the Mediterranean, The Island of Cyprus had a particular importance for the Ottoman Empire. Therefore, there had been many attempts to conquer Cyprus due to its commercial and geographical importance since ancient ages. Being situated in Taşucu region of Silifke district of İçel, Akliman Castle also played a significant role during and after the conquest of the Island of Cyprus in 1571. With a close distance to the Island, Akliman was seen as a significant sea route between Cyprus and Anatolia, leading to the construction of a castle in 1572 to provide troop dispatch and protection. To protect the castle, guards and soldiers were placed in the castle which was built in line with the Ottoman architecture. The castle was in a key location for the Ottoman Empire for enabling missions such as providing trading and road protection.
The salary of the soldiers in the castle was paid by the Cypriot jizya revenue. 51 soldiers were stated to be assigned to protect the castle according to the archive with a salary of 45.000 to 50.000 akce annually. However, some difficulties were reported to have occurred due to the different practices of some tax officials during the payment of the salaries. Due to these difficulties which were also experienced during the administration of el-Hac Abdülbaki Ağa, who has worked as a tax official in the island for ten years, the Ottoman Empire had to send royal orders to rectify the situation. The aim of this study is to reveal the significance of Akliman Castle for Cyprus and the Ottoman Empire, the payments of soldiers’ salaries deployed in the castle as well as the problems they experienced with the island administrators by a close examination of the Ottoman archives of the Prime Minister’s Office.
