Beşeri, iktisadi ve sosyal yaşamı bir bütün olarak etkileyen kamu politikaları, dünyadaki genel politik anlayışlara göre farklı dönemlerde farklı eğilimler göstermiştir. II. Dünya Savaşı'ndan sonra yükselişe geçen refah devleti anlayışı, bu bağlamda yeniden dağıtıcı kamu politikalarının gelişmesini sağlamıştır. Bu dönemde daha müdahaleci ve sosyal bir devlet anlayışı hâkimken, bu durum 1970’lerde küreselleşmenin de etkisiyle değişmeye başlamıştır. Dünyada yaşanan ekonomik krizler, sosyal politikaların bu krizleri çözmede yetersiz kalması ile toplumsal tepkilere ve beklentilere yanıt verebilmek için hükümetlerin yeni çözüm arayışlarına girmesi, neo-liberal anlayışın yükselmesinin önünü açmıştır. Neo-liberal politikalar ile bir taraftan her türlü korumacılık, devlet müdahaleciliği ve sanayi politikası reddedilirken yeni dağıtıcı kamu politikaları ile ekonomik ve sosyal verimlilik arttırılmaya çalışılmıştır. Bu nedenle, özellikle özel sektörde kullanılan yöntem ve metotlar tedrici yollar ile kamu sektörüne transfer edilmeye çalışılmıştır.
Bu çalışmada, hâkim politik ideolojideki değişimin devletin sosyal yönünü ne gibi etkilediğini analiz edebilmek amacıyla yeniden dağıtıcı kamu politikaları incelenmektedir. Derleme türünde olan bu çalışmada öncelikle kamu politikalarının kavram tanımı ve genel incelemesi yapılmış; sonrasında bu doğrultuda yeniden dağıtıcı kamu politikaları ile ilgili bilgi verilmiştir. Sosyal devlet tarihi açısından bir dönüm noktası olan 1980 döneminin öncesinde ve sonrasında genel olarak bu politikaların nasıl düzenlendiği incelenerek, neo-liberal ideolojinin yeniden dağıtıcı kamu politikalarına olan etkileri değerlendirilmiştir.
Public policies that influence human, economic and social life as a whole have shown different trends in different periods according to the general political concepts in the world. and II. The concept of the prosperity state that emerged after the World War has ensured the development of re-distributing public policies in this context. While a more intervening and social state concept ruled during this period, this situation began to change in the 1970s with the influence of globalization. The world’s economic crises, the lack of social policies in solving these crises and the government’s entry into search for new solutions to respond to social reactions and expectations, have led to the rise of neo-liberal understanding. Neo-liberal policies, on the one hand, rejected all forms of conservation, state intervention and industrial policy, while new distribution public policies were attempted to increase economic and social efficiency. Therefore, the methods and methods used in particular in the private sector have been attempted to be transferred to the public sector by measurable means.
In this study, the re-distribution public policies are studied in order to analyze how the change in the political ideology affects the social side of the state. This study, which is in the type of assembly, first made the concept definition and general examination of public policies; then in this direction, information about the re-distributing public policies was given. By examining the way these policies were organized in general before and after the 1980s, which was a turning point in the history of the social state, the impact of the neo-liberal ideology on the re-distributing public policies was assessed.
Public policies have shown different trends in different periods according to the general political understanding in the world. The welfare state understanding, which rose after World War II, paved the way for the development of redistributive public policies in this context. While a more interventionist and social state understanding prevailed in this period, this situation started to change with the effect of globalization in the 1970s. The economic crises in the world and the insufficiency of social policies in solving these crises paved the way for the rise of neo-liberal understanding.
In this study, redistributive public policies are examined in order to analyze how the change in dominant political ideology affects the social aspect of the state. In the study, the concept definition and general review of public policies were first made; then information about redistributive public policies was given in this direction. The effects of neo-liberal ideology on redistributive public policies were evaluated by examining how these policies were generally regulated before and after the 1980 period, which was a turning point in the history of the social state.
