Communities living in different geographies may have different structures; and it is impossible to evaluate their political structures in particular without taking into account these values. In this regard, attempts to understand such concepts as power and legitimacy, all of which are influential in shaping political life, as well as the relations that exist between them, may be futile in isolation from the prevailing political culture.
