Independent administrative authorities which are assessed as reflection of the changing role of state in economic and social area to public administration and which regulate and audit critical sectors and fields such as competition, banking, energy, finance, human rights and food and drug safety affect the economic, social and political area. Independent administrative authorities are granted independence in order to strengthen their positions against the politicians and actors in related sectors and to be insulated from mentioned actors’ pressures and instilling. These authorities differentiate from traditional administrative units in terms of their characteristics, functions and competences, responsibilities, organizational structures, personnel and budgets. As a result of their unique characteristics, independent administrative authorities are in conflict with the main principles of the unitary state structure. In this regard, they are criticized in respect of lacks of their legalities and accountabilities. In this article, firstly, causes of appearance of these authorities are stated, after then, characteristics, functions and competences, conditions in Turkish administrative structures of these authorities are explained and finally, criticisms about independent administrative authorities are mentioned
