Osmanlı İmparatorluğu sınırları içerisinde yer alan yol şebekeleri daha önceki dönemlerde oluşturulmuştur. Osmanlılar mevcut yol ağını XIX. yüzyıla kadar herhangi bir değişiklik yapmadan kullanmışlardır. Ancak XIX. yüzyılla birlikte özellikle Avrupa’da yeni yol şebekelerinin oluşturulması ve var olan yolların yeniden ıslah edilmesi yönündeki çalışmalar, Osmanlı tarafından da takip edilmiş ve bu yönde Osmanlı topraklarından geçen yol ağlarının yeniden ıslah edilmesine çaba harcanmıştır. Bu hususta 1858 ve 1869 tarihlerinde yayınlanan iki adet nizamname ile bina ve yol yapımları çağdaş kurallara bağlanmıştır. Dönem bürokratları devletin yayınlatmış olduğu bu nizamnameleri dikkate alarak yönetimleri altında bulunan vilayetlerin diğer vilayetlerle olan bağlantı yollarını yeniden düzenleme ve ıslah etmek için projeler hazırlatmışlardır. Bu dönem bürokratları arasında bayındırlık faaliyetleri ile öne çıkan en önemli isimlerden birisi de Halil Rıfat Paşa’dır. Devletçi kişiliği ve imar alanındaki hizmetleri ile ön plana çıkan Halil Rıfat Paşa (1827-1901), Osmanlı bürokrasisinde sadrazamlık makamına kadar yükselmiş olmakla birlikte, asıl ününü ise Sivas Valiliği döneminde elde etmiştir. 1882 yılında atandığı Sivas Valiliği görevi esnasında ( 1882-1885), Sivas vilayeti dâhilinde pek çok bayındırlık faaliyetinde bulunmuştur. Vilayetin diğer vilayetlerle olan bağlantı yollarının ıslahı için yoğun çaba gösteren Paşa, bu yollar üzerinde çok sayıda köprü ve menfez inşa ettirmiştir. Bu çalışmada; Halil Rıfat Paşa’nın Sivas’tan Malatya Sancağı hududuna kadarki (Hasan Çelebi) yol güzergâhı üzerinde girişmiş olduğu imar faaliyetleri üzerinde durulacaktır. H. 1302/M.1885 tarihli salnamede Samsun’dan Hasan Çelebi’ye kadar uzanan 410 km uzunluğundaki yol üzerinde 314 köprü ve 829 menfez inşa ettirildiği belirtilmektedir. Bu yolun Sivas’tan Hasan Çelebi hududuna kadar olan 122 km’lik kısmının inşasına 19 Mayıs 1883 tarihinde başlanmış ve 18 Ağustos 1883 tarihinde tamamlanmıştır. Günümüzde Halil Rıfat Paşa’nın dönemi ve icraatları üzerine yapılmış birçok bilimsel çalışma bulunmasına karşın, Paşanın uygulamış olduğu projelerin mevcut durumları hakkında herhangi bir çalışma bulunmamaktadır. Bu çalışma ile belge ve kaynaklardan elde edilen bilgiler ilk defa saha çalışması ile birleştirilerek bilim dünyasına sunulacaktır.

However, in the 19th century, the construction of the new road networks and the improvements of the exizting ones particularly in Europe were observed by The Ottoman Empire and efforts to improve the road network in the Empire were made. In this respect, modern rules related to construction of buildings and roads were established with two regulations issued in 1858 and 1869. The bureaucrats of this period had projects prepared for the reformation and improvement of the connection roads between the provinces under their administrations to others within the terms of these regulations. Among the bureaucrats of this period, Halil Rıfat Pasa was a prominent one due to his public works. Although Halil Rıfat Pasa was a prominent figure with his statist approach and public works rising up to the office of grand vizier in the Ottoman bureaucracy, he acquired his reputation when he has the governor of Sivas. After his induction in 1882, he was engaged in many public works in Sivas during his governorship (1882-1885). In his vigorous efforts to improve the connection roads from Sivas to other provinces, he had a great number of bridges and culverts built. In this study, the construction works of Halil Rıfat Pasa on the road between Sivas and Hasan Çelebi (the border of the sanjak of Malatya) will be discussed. In the yearbook of 1302 AH/1885 CE, it was indicated that 314 bridges and 829 culverts were built on the 410 kilometre-long road between Samsun and Hasan Çelebi. The construction of the section of this road from Sivas to the border of Hasan Çelebi, 122 kilometre-long, was started on 19 May 1883 and completed on 18 August 1883. Despite of various scientific works about the period of Halil Rıfat Pasa and his works, there is not any scientific study about current state of his projects. In this study, the information from the documents and sources combined with the filed work will be presented to the world of science for the first time.
