Bireylerin sahip oldukları özniteliklerin bütünü olarak tanımlanabilecek olan beşeri sermaye, günümüzde ekonomik kalkınma düzeyine etki edenönemli unsurlardan birisi olarak kabul edilmektedir. Bu çalışmada, beşeri sermayenin ekonomik kalkınma üzerindeki etkisi Türkiye’ninküçük istatistiki bölge birimlerini oluşturan illeri kapsayacak biçimde araştırılmıştır. Bu doğrultuda İstatistiki Bölge Birimleri Sınıflandırmasına (İBBS) göre Düzey 3 istatistiki bölge birimlerine tekabül eden 81 il için yatay kesit veri analizi gerçekleştirilmiştir. Kişi başı gayri safi yurtiçi hâsıla (GSYH) verileri ekonomik kalkınma düzeyinin göstergesi olarak kullanılmıştır. Beşeri sermayenin unsurlarından; eğitim için yükseköğretim ve ortaöğretim mezunu oranı, sağlık için doğuşta beklenen yaşam süresi, işgücü için işgücüne katılım oranı ve göç için net göç hızı göstergeleri kullanılmıştır. Elektrik tüketimi ve ihracat verileri de ekonomik kalkınmaya etki eden diğer faktörler olarak modele dâhil edilmiştir. Araştırma Türkiye İstatistik Kurumu’nun (TÜİK) verileri ile sınırlıdır. Eğitimin ekonomik kalkınma üzerindekini etkisini ayırt edebilmek için yükseköğretim mezunu oranı ve ortaöğretim mezunu oranının kullanıldığı iki ayrı model, En Küçük Kareler yöntemiyle çoklu doğrusal regresyon analizi gerçekleştirilerek incelenmiştir. Araştırmanın bulgularına göre illerin kalkınma düzeyleri üzerinde yükseköğretim mezunu oranı, ortaöğretim mezunu oranı, işgücüne katılım oranı, net göç hızı, kişi başı elektrik tüketimi ve kişi başı ihracatın anlamlı ve pozitif bir etkiye sahip olduğu görülmüştür. Doğuşta beklenen yaşam süresi ile illerin ekonomik kalkınma düzeyleri arasında anlamlı bir ilişkinin olmadığı tespit edilmiştir. Öncelikle yükseköğretim mezunu oranı ve ardından ortaöğretim mezunu oranı illerin ekonomik kalkınma düzeyleri üzerindefazla etkiye sahip olan değişkenler olarak öne çıkmıştır. Diğer yandan eğitim seviyesi düştükçe net göç hızı ve işgücüne katılım oranının ekonomik kalkınma üzerindeki etkisinin sınırlı da olsa arttığı tespit edilmiştir.
Human capital, which can be defined as the whole of the qualities that individuals possess, is considered to be one of the important elements affecting the level of economic development today. In this study, the impact of human capital on economic development has been studied in a way that will cover those that form the small statistical regional units of Turkey. According to the Statistical Regional Units Classification (IBBS), a horizontal cut data analysis for 81 provinces corresponding to Level 3 statistical regional units has been carried out. Individual non-clean domestic income (GDP) data has been used as an indicator of economic development. The elements of human capital have been used: the rate of high school and secondary school graduates for education, the life expectancy in birth for health, the rate of participation in labour for labour and the net rate of immigration for migration. Electricity consumption and export data are also modeled as other factors affecting economic development. The research is limited to the data of the Turkish Statistical Bureau (TÜIK). To distinguish the impact of education on economic development, the high school graduate rate and the high school graduate rate used two separate models, the smallest square method was studied by conducting multiple linear regression analysis. According to the findings of the study, the level of development of the provinces has a significant and positive impact on the rate of high school graduates, the rate of high school graduates, the rate of employment participation, net immigration rate, electricity consumption per person and export per person. It has been found that there is no meaningful relationship between the expected lifetime and the levels of economic development of the provinces. First, the rate of high school graduates and then the rate of high school graduates has been highlighted as a variable that has a significant impact on the economic development levels of the provinces. On the other hand, as the level of education decreases, the net immigration rate and the participation rate in labour have been found to increase the impact on economic development, although limited.
