Ortodoks iktisatta işgücü piyasası mal ve hizmet piyasaları ile benzer şekilde analiz edilmektedir. İşgücünün sadece bir üretim faktörü olarak ele alındığı işgücü piyasası, her türlü kurumsal, sosyolojik ve psikolojik faktörlerin etkisinden soyutlanarak incelenmektedir. Kurumsal düzenlemeler işsizliğin en önemli nedenleri arasında görülmekte ve piyasalarının deregülasyonu savunulmaktadır. Ancak deregülasyon politikalarının yoğun bir şekilde uygulandığı küreselleşme sürecinde işsizliğin azalması bir yana en önemli makroekonomik sorunlardan biri haline gelmiştir. 2020 yılı başlarında başlayan COVID-19 pandemisi sürecinin sonunda sorunun daha da önemli boyutlara ulaşacağı beklenmelidir. Son dönemde Türkiye’de işgücü piyasasında toplam işsizlik artışından daha önemli bir sorun genç işsizliğidir. İşgücü piyasasında genç nüfus, özellikle genç kadınlar en dezavantajlı gruplar arasında yer almaktadır. Genç işsizlik oranı hem toplam işsizlik oranının hem de yetişkin işsizlik oranının yaklaşık iki katıdır. Genç kadın işsizlik oranı ise genç erkeklere kıyasla bir buçuk kat daha fazladır. Genç işgücü piyasası analiz edilirken gençlerin eğitim durumlarının da saptanması büyük bir önem taşımaktadır. Bu anlamda son dönemde yaygın şekilde kullanılmayana başlanan Ne Eğitimde Ne İstihdamda yer alan (NEET) oranı da Türkiye’de tolera edilebilir boyutları aşmıştır. Türkiye, OECD ülkeleri arasında en yüksek NEET oranına sahip ülkedir. Bu açıklamalar, görece hızlı nüfus artışı da dikkate alınarak, Türkiye’de işgücü piyasasında genç nüfus, özellikle de genç kadınlara yönelik politikaların oluşturulması ve bir an önce hayata geçirilmesi gerektiğini göstermektedir.

In the Orthodox economy, the labour market is analyzed in a similar way as the goods and services markets. The labour market, where labour is only considered as a production factor, is studied by depriving from the influence of all kinds of corporate, sociological and psychological factors. Corporate regulations are seen as one of the most important causes of unemployment and the deregulation of their markets is defended. However, the decrease in unemployment has become one of the most important macroeconomic problems in the process of globalization where deregulation policies are widely applied. Starting at the beginning of 2020 At the end of the COVID-19 pandemic process, the problem should be expected to reach even more significant dimensions. In recent years, a more important problem than the total unemployment growth in the labour market in Turkey is youth unemployment. Young people in the labour market, especially young women, are among the most disadvantaged groups. Youth unemployment rate is about twice the total unemployment rate and adult unemployment rate. The unemployment rate for young women is one and a half times higher than for young men. While analyzing the youth labour market, it is also important to identify the youth’s educational status. In this sense, the ratio of neither education nor employment (NEET) that has not been widely used in recent period has also exceeded tolerable dimensions in Turkey. Turkey is the country with the highest NEET rate among the OECD countries. These statements, taking into account the relatively rapid population growth, indicate that the policy towards young people, especially young women, in the labour market in Turkey should be established and implemented immediately.
In orthodox economics, the labor market is analyzed similarly to the goods and services markets. The labor market, where the labour force is considered only as a production factor, is analyzed by isolating it from the effects of all kinds of institutional, sociological and psychological factors. Institutional arrangements are seen among the most important causes of unemployment and deregulation of the markets is advocated. In the globalization process, in which deregulation policy is implemented intensively, unemployment has become one of the most important macroeconomic problems. At the end of the COVID-19 pandemic process, which started in early 2020, the problem should be expected to reach even more significant dimensions. Recently the problem of youth unemployment has been more important than the general increase in unemployment in the Turkish labor market. Young people, especially young women, are among the most disadvantaged groups in the labor market. The youth unemployment rate is about twice the total unemployment rate as well as the adult unemployment rate. Young women unemployment rate is one and a half times higher than young men. While analyzing the youth labor market, determining the educational status of young people is of great importance. In this sense, the recent widely used to start not in education, employment or training (NEET) rate has exceeded the tolerable size in Turkey. Turkey is the country with the highest NEET rate among OECD countries. Taking into account the relatively rapid population growth, these statements show that a policy for young people, especially young women, needs to be established and enforced in the Turkish labor market.
