Uzun süren müzakerelerden sonra altın rubleler halinde yardım yapılması konusunda mutabakata varıldı. Altınlar mali sıkıntıların giderilmesi maksadıyla piyasaya sürüldü. Eylül 1920 tarihinden itibaren 1 altın ruble 59 kuruş, kasım 1921 tarihinden sonra ise 75 kuruş üzerinden işlem görmeye başladı. Öte yandan millî bir bankanın olmayışı, Maliye Vekâletinin sabit bir değer üzerinden altın politikasını yürütmesine sebep oldu. Bu durum yeni tartışmaları beraberinde getirdi. Hazinenin zarara uğratıldığına yönelik yapılan yorumlar, meclisin gündemine taşınmıştı. Meclisin tartıştığı konular sadece bununla sınırlı değildi. Altın kaçakçılığını önlemek adına atılan adımlar yetersiz kalmıştı. Altın fiyatlarında oynama yapılmasına rağmen istenilen sonuca ulaşılamamıştı. Dolayısıyla altın kaçakçılığı, bir an önce çözüme kavuşturulması beklenen sorunların başında gelmekteydi.
