Abstract:

Abstract The present work stems from a master's research. In 1976, the Pre-School Education Program in the Municipality of Florianópolis gave rise to the care of children from lower classes, within the context of the National Program for Pre-School Education, announced in 1975 by the Ministry of Education and Culture. The florianopolitan proposal was inspired by national recommendations, while it differed in some points. As a theoretical contribution, through Norman Fairclough's Critical Discourse Analysis, which understands discourse as text, as discursive and political practice. The invention of this teacher was due to a sui generis appropriation when substantiating: a) national recommendations; b) the reverberations of a private, confessional-Catholic school and its Mother-Child Technical Course; c) the ideas of Heloísa Marinho, teacher and researcher from Rio de Janeiro; d) the courses of the World Organization for Pre-school Education.
