Abstract:

In the 16th century the ulema bureaucracy consisted of a centralized structure as the rest of the units of the Ottoman State. Seyhulislam and kadiaskers were appointed in the center, while cadis, muderrises and muftis conducted their duties in the outer skirts in the learned organization. Communication network existed between the center and periphery is an important part of functionality of system. The existing centralized structure constituted a basis for communication problems as wrongful accusations concerning the ulema made from the rural region and wrong declarations of renunciation and death. As these factitious assertions brought harm to the bureaucratic coordination between the center and periphery, they had also an adverse effect on the employment and actions of the ulema class. The analysis of these factitious assertions and their relative frequency is an important determinant of functionality and success of state-produced centralized structure. The fact that these problems did not exceed a ratio of 2% amongst those accusations made to the kadiasker is important because it shows how the centralized structure was established appropriate to the technology and communication requirements of the time and that a significant rate of success was witnessed on the working of the organization
