Makalenin amacı refah devletinin oluşmasına ve refah rejimlerinin sınıflandırmasına etki eden belli başlı ideolojilere değinerek Türkiye’nin refah rejimini etkileyen ideolojileri somutlaştırmaktır. Dolayısıyla çalışma bir tipoloji ya da sınıflandırma çalışmasından ziyade sınıflandırmalara etki eden ideolojilerin etkilerini ve söz konusu etkilerin Türk refah sistemine yansımalarını ortaya koymaktır. Geçmişten itibaren liberal düşünce dolayısıyla piyasa mekanizması, sosyal ve kültürel boyutlarıyla din olgusu dolayısıyla muhafazakârlık ideolojisi ve aynı zamanda milliyetçilik ideolojisine dayanan ulus devlet anlayışı gibi dinamikler refah rejimlerini etkilemiştir. İdeolojik etkiler ülkelere göre farklılaşmakla birlikte refah rejimlerini oluşturan önemli unsurlar haline gelmişlerdir, piyasa mekanizmasını destekleyen liberal rejim, devlet mekanizmasını destekleyen sosyalist rejim temel örnekler olarak gösterilebilir. Türkiye açısından değerlendirildiğinde ise Cumhuriyet döneminden itibaren, İzmir İktisat kongresinde alınan kararlara dayanan süreç devamında 1980’li yıllarda uygulanmaya başlanan neoliberal politikaların uygulanması gibi noktalara değinilmiştir. Önemli bir ideoloji olarak muhafazakârlık ve dinin etkisi, Türk toplumundaki ahilik teşkilatına kadar dayanan geleneksel yardımlaşma süreci aktarılmıştır. Sonuç olarak Türk refah rejiminin temel özelliklerine değinerek başlıca hangi ideolojilerin tesir ettiği somutlaştırılmaya çalışılmıştır.
The purpose of the article is to concrete the ideologies that influence the formation of the prosperity state and the classification of the prosperity regimes, referring to certain main ideologies that influence the prosperity regime of Turkey. Therefore, the study is to reveal the effects of the ideologies that influence classifications rather than a typology or classification study and the reflections of those effects on the Turkish welfare system. From the past, dynamics such as liberal thinking, the market mechanism, the social and cultural dimensions, the religious phenomenon, the ideology of conservation, and the nationalist ideology, the national state concept, have influenced the realms of prosperity. The ideological influences have become important elements that make up the realms of prosperity while differentiating by country, the liberal regime that supports the market mechanism, the socialist regime that supports the state mechanism, can be shown as the basic examples. When assessed from the point of view of Turkey, from the Republic period, the process based on the decisions taken at the İzmir Economic Congress continued to refer to points such as the implementation of neoliberal policies that began to be implemented in the 1980s. As an important ideology, the influence of conservation and religion has been translated to the traditional process of assistance based on the assembly organization in the Turkish society. As a result, the main characteristics of the Turkish prosperity regime were pointed out to what ideologies were established.
