Bütçe açıklarının sürdürülebilirliği büyüme, enflasyon ve faiz oranları gibi makroekonomik büyüklükleri etkilemekle birlikte mali disiplinin sağlanması açısından oldukça önemlidir. Artan bütçe açıklarının finansmanında karşılaşılan zorluklar ve kamu borç yükünün artması ise iktisat politikalarının başarılı bir şekilde uygulanması açısından mali politikaların sürdürülebilirliğinin önemini ortaya çıkarmıştır. Böylelikle, Türkiye ekonomisi için bütçe açığının sürdürülebilirliği hem uygulanan makro ekonomi politikaları hem de politika yapıcıları açısından gittikçe artan öneme sahiptir. Bu bağlamda, çalışmanın amacı Türkiye ekonomisi için bütçe açığının sürdürülebilir olup olmadığını zamanlararası bütçe kısıtını temel alan modele dayalı olarak 1930-2021 dönemi için çoklu yapısal kırılmaları dikkate alarak test etmektir. Kırılma tarihleri 60’lı yıların sonu, 80’li yılların başı ve 2000’li yıllar olarak belirlenmiş ve Türkiye ekonomisi açısından oldukça anlamlı dönemleri işaret etmektedir. Analiz sonuçlarına göre, yapısal kırılmalarla birlikte uzun dönemli ilişkinin varlığına yönelik kanıtlara ulaşılmıştır. Bütçe açığının güçlü/zayıf sürdürülebilirliğine yönelik her bir alt rejimdeki sonuçlara göre bütçe açıklarının güçlü sürdürülebilirliğine ilişkin bulgulara ulaşılamamış olup bu bulgu literatürdeki birçok çalışmanın sonucu ile benzer niteliktedir.
The sustainability of budget deficits is very important both in affecting macroeconomic indicators such as growth, inflation and interest rates and ensuring fiscal discipline. The difficulties encountered in financing the budget deficits and the increase in public debt stock have revealed the importance of the sustainability of fiscal policies for the successful implementation of economic policies. Thus, the sustainability of the budget deficit for the Turkish economy has an increasing importance both for the implemented macroeconomic policies and for policy makers. In this context, the aim of study is to test whether the budget deficit is sustainable for the period 1930-2021 using the cointegration test with multiple structural breaks. The break dates were endegenously determined as the end of the 60s, the beginning of the 80s and the 2000s, and they indicate quite significant periods for the Turkish economy. Results indicate that there is evidence for the existence of a long-term relationship with structural breaks. According to the results in each sub-regime for the strong/weak sustainability of the budget deficit, the findings do not provide sufficient evidence for the strong sustainability of the budget deficit in each sub-period.
