Gözetleme olgusu yeni bir kavram olmayıp insanlığın var oluşundan beri uygulanan bir davranış modeli olmuştur. Gözetleme teriminin “göz” kelimesinden türemesi gözetlemenin göz duyusu ile yapıldığı göstermektedir. Uzun yıllar boyunca göz duyusu ile yapılan gözetleme davranışı günümüzde sadece insanlar vasıtasıyla değil, internet, mobese kameralar gibi çeşitli teknolojik araçlarla da yapılabilmektedir. Gözetim davranışını çeşitlendiren ve farklılaştıran bu araçlar aynı zamanda sembolik bir güç anlamı da kazanmaya başlamıştır. Bu sembolik gücün merkezi insanlık tarihi boyunca egemen olan “iktidar”dır. İktidarın egemen gücü, iktidar olmayan diğer sıradan insanları yani “ötekileri” itaate zorlamaktadır. Bu çalışmada, George Orwell’in 1984 “büyük birader sizi gözetliyor” isimli romandan uyarlanmış filminden yola çıkılarak iktidar olan güçlerin gözetim ile toplumun özgürce karar alma ve düşünme yetilerini giderek daha fazla sınırladığı, bu düzene karşı duranları da ötekileştirdiği sorunu üzerinde durulacaktır. Bu doğrultuda Orwell’in karşı ütopya (disütopya) felsefesi Foucault’un Panoptikon tasarısı, totalizm düzeni ve ötekilik kuramı bağlamında tartışılacaktır.
The observation phenomenon has not been a new concept and has been a pattern of behavior that has been applied since humanity has existed. The term "observation" derived from the word "eye" indicates that observation is done with the eye sense. Over the years, the observation behavior with eye sensus can be done today not only through people, but also through various technological means, such as the internet, mobile cameras. These tools that diversify and differentiate the supervision behavior have also begun to gain a symbolic power meaning. The center of this symbolic power is the "power" that has dominated throughout human history. The dominant power of power forces other ordinary people who do not have power to obey, i.e. “the others.” This study will focus on the issue that, based on George Orwell’s 1984 novel “Big Brother Guards You”, the supervision of the power forces and the society’s freedom of decision making and thinking capacity are increasingly limited, and that the people who are opposed to this order are isolated. In this direction, the philosophy of Orwell’s opposite utopia (disytopia) will be discussed in the context of Foucault’s Panopticon design, the system of totalism and the theory of authenticity.
