Abstract:

Bu çalışma devletin doğuşu, evrimi ve meşruiyeti konularının kısa bir özetini sunmayı amaçlamaktadır. Çalışmamızın hemen başlarında ilk çağlardan günümüze muhtelif filozofların devlet kavramı ve devletin fonksiyonları üzerindeki farklı görüşleri özetlenmektedir. Daha sonra Thomas Hobbes, John Locke ve Jean Jacques Rousseau tarafından farklı şekillerde yorumlanan Doğa Durumu ele alınmaktadır. Bu çerçevede muhtelif düşünürlerin Hobbes, Locke ve Rousseau tarafından incelenen Sosyal Sözleşme Teorisi üzerine görüşleri kısaca özetlenmektedir. Anarşizm ve Marksizm devlet gücünü ya da otoritesini farklı açılardan ele alan siyaset felsefeleridir. Anarşizm zorlayıcı bir güç olmaksızın bir toplumsal yaşamın var olabileceğine inanmakta ve devletin sahip olduğu zorlayıcı güç tekelini ret etmektedir. Marksizm ise nihai olarak devletin kaldırılması ve komünist bir toplumun inşası üzerine görüşler sunmaktadır. Devletin doğasında her zaman görev ve fonksiyonlarını genişleterek büyüme ve aynı zamanda güç ve yetkilerini istismar ve suistimal etme eğilimlerinin olduğu asla gözden uzak tutulmamalıdır. Kontrolsüz ve sınırsız bir devletin (Leviathan) tehlikelerini küçümsemek ve bu konuda önlem almamak özgür toplumun küçülmesi ve hata yok olması anlamına gelir.

Abstract:

This study aims to provide a brief summary of the issues of the birth, evolution and legitimacy of the state. At the very beginning of our study, from the early ages to the present day, various philosophers summarize the concepts of the state and the different views on the functions of the state. It is then discussed by Thomas Hobbes, John Locke and Jean Jacques Rousseau in different ways. In this context, the opinions of various thinkers on the Theory of Social Contract, studied by Hobbes, Locke and Rousseau, are briefly summarized. Anarchism and Marxism are political philosophies that address state power or authority from different perspectives. Anarchism believes that a social life can exist without a forced power, and rejects the forced power unit that the state possesses. Marxism, in the end, offers views on the abolition of the state and the construction of a communist society. In the nature of the state, it should never be ignored that it has a tendency to grow by always expanding its duties and functions and at the same time abuse and abuse of its powers and powers. Undermining the dangers of an uncontrolled and unlimited state (Leviathan) and not taking any measures to do so means the reduction of the free society and the disappearance of mistakes.

This paper provides a small summary of the birth, evolution and legitimacy of state. The paper first explains the state concept and its functions from the perspectives of various philosophers dating back to the ancient times. Then it discusses State of Nature according to Thomas Hobbes, John Locke and Jean Jacques Rousseau  It also put forth the differences of opinion of philosophers on the Theory Of Social Contract given by Hobbes, Locke and Rousseau. Anarchism and Marxism are the political philosophies which view state power from different perspectives. Anarchism rejects compulsory government and holds that society can be organized without a coercive state. However, objective of Marxism is ultimately the abolition of the state and the formation of communist society. State always tend to grow and may misuse its power. Therefore we must understand the dangers of unlimited and  uncontrolled state (Leviathan). The free society may lose its strength if we do not limit the size and power of state.
