Abstract The economic policy of tourism of Georgia must be based on the theoretical foundations of economics and tourism development. The tourist market must be competitive, i.e. it must be maximally free, and the legislation must be oriented toward the protection of the competitive market. The tourist market development must be ensured at the expense of small business development in the first instance. For the tourist industry of Georgia to develop, the tourist product production technology (production culture) should be developed. The policy of tourism development of Georgia must be oriented toward the regulation and promotion of tourism education system and innovations. Establishment of the innovative environment in the country is possible only in terms of vast scientific potential and state support. The policy of tourism development must ensure the right view of the branch development, i.e. national traditions, values and trends so that to make tourism, as an interbranch complex, the basis for the economic development in the country.
