The right of association and meeting were obtained by the proclamation of Second Constutional Monarchy in the Ottoman Empire in 23rd of July, 1908. In this perspective one of early association established was the Charity for the Ottoman Navy. The charitable association set in 19th of July, 1909 (6th of July, 1325) with the aim of collecting contributions in order to purchase ship for the Ottoman navy and mainted its activities for a decade and reached a wide range of organizational network in such cities as Edirne, Erzurum, Adana, Ankara, Aydın, İzmit, Bitlis, Bursa, Bolu, Çatalca, Diyarbakır, Sivas, Samsun, Trabzon, Kastamonu, Kala-yi Sultaniye, Konya, Mamuretülaziz, Van, Basra, Bağdat, Bingazi, Beyrut, Cebel-i Lübnan, Cezayir-i Bahr-i Sefid, Hicaz, Halep, Resmo, Zor, Selanik, Suriye, Trablusgarp, Kıbrıs, Kudüs, Kandiye, Kosova, Medine-i Münevvere, Mısır, Manastır, Musul, Yanya, Yemen besides agencies in Berlin and Paris. The charitable association managed to provide a strong support from the public right along with governmental aid. The attempts and actions of the aforementioned association drawn a strong attention from the public and were set off repercussions in the society
