Osmanlı Devleti’nin Diplomasi alanındaki serencamını siyâsî serüveninden ayrı düşünmek mümkün değildir. Nasıl ki siyasi serüveni kendine has bir mecrada seyretmiştir diplomasi alanındaki gelişimi de aynı şekilde kendine özgü olmuştur. Osmanlı Devleti’nin yabancı devletler nezdinde daimi temsilcilikler vasıtasıyla diplomasi faaliyetinde bulunması 1793 gibi geç bir tarihe tesadüf etmektedir. Ancak bu durum söz konusu tarihten önce Osmanlı Diplomasisinden bahsetmenin mümkün olmadığı anlamına gelmemektedir. Zirâ kuruluş dönemi padişahları diplomasiyi siyasi başarılarını pekiştirmek ve artırmak için bir araç olarak kullanırken yükselme dönemi padişahları diplomasiyi siyasi güçlerinin bir göstergesi ve tezahürü olarak kullanmışlardır. Devletin zaafa uğradığı ve güçten düştüğü dönemlerde ise diplo¬maside kuralları koyan taraf olmak yerine Avrupa devletler hukukuna dâhil olarak izlediği diplomatik denge politikası ile varlığını devam ettirmiştir. Diğer bir ifadeyle kuruluşundan yıkılışına kadar farklı misyonlar yüklenerek farklı şekillerde icra edilse de diplomasi Osmanlı Devleti’nin diğer devletlerle olan ilişkilerinde hep başvurulan bir enstrüman olmuştur. Bunu yaparken de Osmanlı Devleti özellikle siyasi açıdan güçlü olduğu dönemlerde hem kendisinin titizlikle uyguladığı hem de muhataplarına kabul ettirdiği kendine özgü bir takım diplomasi ilkeleri benimsemiştir. Çalışmamızın konusu olan “Musâlahalar Devletler İledür Kaidesi” de bu ilkelerden birisidir. Çalışmamızda bu ilkenin diplomatik arka planını ve Osmanlı Devleti tarafından nasıl itina ile uygulandığını ortaya koymaya çalışacağız.
It is not possible to think of the Ottoman state's diplomacy in the field apart from the political outbreak. As the political leadership has seen itself in a special mecra, the development in the field of diplomacy has also been unique. The fact that the Ottoman State was in diplomatic activity through permanent representations in the presence of foreign states was coincidental to a late date as in 1793. However, this does not mean that it is not possible to talk about the Ottoman diplomacy before that date. In the Zira establishment period, the princes used diplomacy as a tool to strengthen and enhance their political successes, while the ascension period, the princes used diplomacy as an indicator and manifestation of their political powers. In the periods when the state was defeated and dropped from power, it continued its existence with the diplomatic balance policy that the European states followed, including the law, instead of being the party that puts the rules on the diplomacy. In other words, from the establishment to its destruction, different missions were carried out in different ways, but diplomacy has always been an instrument used in the relations of the Ottoman State with other states. While doing this, the Ottoman State has adopted a specific set of diplomatic principles, especially in the periods when it was politically strong, which it both applied rigorously and accepted to its interlocutors. The subject of our work, "Musallah State Leadership" is also one of these principles. In our study we will try to reveal the diplomatic background of this principle and how the Ottoman State is implemented with itina.
