Abstract:

Kamu kurumlarının ve genel olarak devletin başarısı, kalkınma planı, orta vadeli program gibi üst politika belgelerinin kurumların stratejik plan ve eylem planlarına aktarılması ve bu planların etkin olarak uygulanabilmesine bağlıdır. Kamu kurumlarının stratejik planlarında ve daha üst politika belgelerinde belirlenen amaç ve hedeflerine ulaşabilmeleri ve başarılı olabilmeleri, kurumsal performansın ve kamu görevlilerinin bireysel performanslarının yeterli düzeyde olmasını gerektirmektedir. Kamu çalışanlarının bireysel performanslarının değerlendirilmesini sağlayacak bir bireysel performans değerlendirme ve yönetim sistemi kurulması ve bireysel performansın değerlendirilmesi ile sonuçlarının uygun alanlarda kullanılması kamu kurumlarının ve kamu görevlilerinin başarı düzeyinin artırılmasında önem taşımaktadır. Nitelikli çalışanların performanslarının yüksek tutulabilmesi için bireysel performans değerlendirme uygulaması, pek çok ülke ile beraber Türkiye’de de bazı kamu kurumlarında uygulanmaktadır. Çalışmada, diğer ülkelerin kamu yönetimi sistemlerindeki bireysel performans değerlendirme uygulamaları ile Türkiye’deki uygulamaların birlikte ve karşılaştırmalı biçimde ortaya konması suretiyle geleceğe yönelik öngörüde bulunma imkânı sağlanması amaçlanmıştır. Bireysel performans uygulamalarında önde gelen ülkeler olan ve Anglo-Sakson geleneğinden gelen ABD ve İngiltere ile kıta Avrupası geleneğinin önde gelen ülkeleri olan Almanya ve Fransa ülke örnekleri ile kamu çalışanlarının bireysel performans değerlendirmesi uygulamalarının yaygın olduğu bir uluslararası kuruluş olan Avrupa Birliği (AB) örnekleri konu kapsamında incelenmiştir. Kamu görevlilerinin bireysel performanslarının değerlendirilmesine yönelik mevcut uygulamalardan elde edilen tecrübeden ve diğer ülke deneyimlerinden kamu çalışanları için uygulamaya konulacak bireysel performans değerlendirme sisteminde faydalanılmasının önem taşıdığı, 657 sayılı kanunda belirlenen sınıflandırma sisteminin de performans yönetim sistemi ile birlikte yeniden ele alınmasının gerekli olduğu değerlendirilmektedir. Bu amaçla Türk kamu yönetimi için önemli bir ihtiyaç olan performans değerlendirme sisteminin karşılaştırmalı bir anlayışla ve değişik ülke uygulamalarından çıkarılacak dersler dikkate alınarak geliştirilmesi için bir çerçeve ortaya konmaya çalışılmıştır.

The success of public institutions and the government in general depends on the transfer of top policy documents such as the development plan, the medium-term program into the strategic plan and action plans of the institutions and on the effectiveness of implementation of these plans. Public institutions must be able to and succeed in the goals and objectives set out in their strategic plans and higher policy documents, and the corporate performance and the individual performance of their public officials must be sufficient. The establishment of an individual performance assessment and management system that will ensure the evaluation of the individual performance of public employees and the evaluation of the individual performance and the use of their results in the appropriate areas is important in increasing the level of success of public institutions and public employees. The application of individual performance assessment to keep the performance of qualified employees high is applied in some public institutions in Turkey along with many countries. The study aims to provide the possibility of the other countries’ individual performance assessment practices in the public administration systems and the practices in Turkey are presented together and in a comparative manner to make forecast for the future. Examples of countries in Germany and France, which are the leading countries in individual performance practices and the leading countries of the Anglo-Saxon tradition of the United States and the UK and the continental European tradition, and the European Union (EU) examples, an international organization where the individual performance assessment practices of public employees are widespread, have been studied in the subject. The importance of taking advantage of the experience obtained from the existing practices for the assessment of the individual performance of public officials and the experience of other countries in the individual performance assessment system to be applied to public employees, the classification system specified in Law No. 657 is also considered necessary to be re-examined along with the performance management system. For this purpose, a framework for the development of the performance assessment system, which is an important need for the Turkish public administration, with a comparative understanding and taking into account the courses to be taken from the practices of different countries, has been attempted to reveal.

The success of public entities and state in general depends on transferring high policy documents, such as medium term programs, to the strategic plans and actions plans of those entities and implementing those plans effectively. Institutional performance and individual performance of public officers should be at sufficient levels so that public entities can achieve the goals and objectives set in their strategic plans and higher policy documents. Building an individual performance evaluation and management system to evaluate individual performance, evaluating the individual performance of public officers and using the results in proper fields are important for increasing the success of public entities and public officers. The practice of individual performance evaluation for maintaining the high performance of skilled personnel is implemented in some public entities in Turkey as well as in with many countries. This study aims to facilitate making future predictions by presenting the individual performance evaluation practices in the public management systems of other countries in comparison to the practices in Turkey. It examines the country examples from the pioneering countries in individual performance practices, namely the  USA and the UK in the Anglo-Saxon tradition; Germany and France in continental European tradition; and the examples from the European Union (EU), where the individual performance evaluations of public officers are widespread practices. The experience obtained from the existing practices for evaluating the individual performance of public officers and the results of other country practices indicate that the use of individual performance evaluation is important, and that it is necessary to revisit the classification system in Law no. 657 along with the performance management system. For this purpose, this study presents a framework considering the lessons learned from other country practices and a comparative approach of the performance evaluation system, which is a significant need for Turkish public administration.
