Abstract:

In the last quarter of 20th century, since the cities were in the center of people’s attention for reasons such as work, education, trade and entertainment, there was an influx of population to the cities and the cities have become crowded places. Therefore, it is important to create a number of new methods of managing crowded cities and providing their services, thereby achieving both convenience in providing services and creating more sustainable cities by saving on the use of urban resources. It is known that the management of cities also underwent changes and transformations in the 21st century when information and communication technologies (ICT) were developed and became widespread. As the reflection of technological developments on society is felt by bringing some conveniences to people’s lives, it attracts more attention especially by creating efficiency and savings in the services of city administrations. Nowadays, the importance of ICT in the management of cities is increasing more and more, and accordingly, new management models called smart cities are being tried to be created in cities. In this study, literature review was preferred as a method and the information obtained by searching domestic and foreign sources was analyzed. In this context, the main topic of this study is the concept of smart city and the emergence of smart city systems. In the study, the concept and necessity of smart city were emphasized first, and then smart city applications were mentioned in the world and in Europe. After that, the first beginning, development and application examples of smart city application in Turkey were examined. Finally, the importance of smart applications in water use has been emphasized and an evaluation of these has been made in the conclusion.
