Osmanlı Devleti’nde Türk aile yapısı gereğince çocuklar ailenin ve devletin sürekliliğinin garantisi olarak görülüyordu. Bu nedenle Osmanlı Devleti ailenin ve çocukların korunmasına, özellikle son dönemlerde yapılan yenilikçi politikalar sayesinde özen göstermeye başladı. Osmanlı Devleti’nin son dönemlerinde özellikle II. Abdülhamid zamanında da sosyal politikalara ağırlık verildi. Savaşların uzun sürmesi ve asker ailelerinin maddi sıkıntılar çekmesi üzerine devlet eliyle bu ailelere yardımlar yapılacaktı. Yapılacak yardım maaşını alma şartı ise muhtaç durumda olmaktı. Yardıma muhtaçlar öksüz ve yetim çocuklar, savaştan dönmeyen asker eşleri ve kimsesizlerdi. Bunlar haricinde bir de maddi durumu iyi olmayan ailelerin yeni doğan ikiz çocukları vardı. İkiz çocukların hayatlarını kimseye muhtaç olmadan yaşaması için tev’em (ikiz) maaşı verilmekteydi. Çocuklara yardım etmek için çeşitli kurum ve kuruluşlar da bulunuyordu. Trablusgarp ve diğer Osmanlı vilayetlerinde II. Abdülhamid döneminde sosyal alanlarda yapılan yeniliklere bağlı olarak maddi durumu elverişli olmayan ailelere ve muhtaç durumdaki çocuklara yardımlar yapılmaya başlandı. Bu yardımlardan biri de çalışmanın ana konusunu oluşturan tev’em maaşıydı. Yapılan bu çalışmada, Osmanlı Devleti’nin sosyal devlet anlayışını devam ettirerek muhtaç durumdaki insanların hayatlarını kolaylaştırmaya çalışması Trablusgarp örneği üzerinden açıklanacaktır.

One of these benefits was the primary subject of the work. In this study, the Ottoman State will continue to understand the social state by trying to facilitate the lives of people in need by example of Trablusgarp.
