The purpose of this study is to define social studies teachers’ and classroom teachers’ views about the syllabus of 4th Grade Human Rights, Citizenship and Democracy (HRCD) course. This research was carried out with the social studies and classroom teachers working at the elemantary and seconday schools in Turkey via social media (Google Forms) in the 2018-2019 academic year. Data were obtained from the questionnaire which was developed by the researcher. 299 social studies teachers and 91 classroom teachers answered the questionnaire. Percentage, frequency, average and standard deviation rates were calculated for the teachers’ views about the suitability of the elements of the course syllabus. When the views of social studies and classroom teachers were evaluated, the result was that the content of the HRCD) course is abstract, that HRCD course topics are not suitable for elementary school, that lesson hours should be increased, and that the course should be taught by social studies teachers. In the research it was suggested that content should be concrete and appropriate for the students’ level, that the lesson hours should be increased, and that it should contain student-centered activities.
